This content was informed by Mr. Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office - at the National Conference on professional training related to Party building organization, State management, activities of the Front and new commune-level political organizations on June 15.
According to Mr. Tran Van Son, the Government Office has advised the Government to issue Decree No. 118/2025/ND-CP to implement administrative procedures (TTHC) under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal to replace Decree No. 61/2018/ND-CP.
The Commune-level Public Administration Service Center will be established under the Commune People's Committee, with its own seal and account, replacing the previous Receiving and Returning Department.
In each commune, based on the natural area, population size, local socio-economic conditions and the number of administrative procedures, the People's Committee at the commune level will decide on the number of points for receiving and returning administrative procedures settlement results of the Commune-level Public Administration Service Center to create the most favorable conditions for people and businesses in performing administrative procedures.
Mr. Tran Van Son noted that in case localities have chosen the model of a One-level Public Administration Service Center, there will be no Commune-level Public Administration Service Center.
Commune-level public administrative service centers have 3 main groups of functions and tasks.
First, receive, digitize, and return results of administrative procedure settlement according to the one-stop, one-stop mechanism.
Second, control administrative procedures according to authority;
Third, build e-government, monitor the application of information technology at the People's Committees at the commune level.
At the Commune-level Public Administration Service Center, the Director is the Vice Chairman of the Commune People's Committee and there is 1 Deputy Director equivalent to the Head of the Department; personnel including civil servants, public employees of the Center, civil servants from specialized departments and vertical agencies sent to, along with personnel of support service providers.
