51,000 billion VND has been allocated for science and technology

According to the budget expenditure estimate, 2% of 51,000 billion VND has been allocated for science and technology; currently, there is only 1% of regular expenditure, which the Ministry of Finance is arranging.

On March 18, at the first meeting of the Government Steering Committee on science, technology (STI), innovation, digital transformation and Project 06, Minister of Finance Nguyen Van Thang said that currently, according to the budget expenditure estimate, 2% has been allocated with 51,000 billion VND for STI.

"Currently, there is only 1% more regular expenditure, the Ministry of Finance is arranging, first of all from the reserve fund. I request that ministries, branches and localities that have resources for science and technology, innovation, creativity and digital transformation have proposals to the Ministry of Science and Technology and the Ministry of Finance for immediate supplementation," Minister Nguyen Van Thang stated.

For the estimated expenditure in 2026, the Ministry of Finance will implement it according to the direction of the Central Steering Committee.

Regarding the removal of institutions and procedures for spending on science and technology development research, innovation and digital transformation, the Ministry of Finance has closely coordinated with the Ministry of Science and Technology, advising the Government to submit to the National Assembly for promulgation a resolution on removing mechanisms of obstacles for science and technology development, innovation and digital transformation.

Currently, the two ministries are coordinating to soon advise on the issuance of a guiding decree, expected this month.

At the meeting, Minister of Agriculture and Environment Do Duc Duy reported on the implementation of the goal of completing the national land database connection by June 2025.

Regarding the results of building a land database, currently, 484/696 district-level units (merging some district-level units in 2024) have completed the cadastral database with nearly 50 million plots of land put into operation to serve the work of state management of land and handling administrative procedures on land for people and businesses.

Minister Do Duc Duy said that he will continue to measure and register the construction of a cadastral database for the remaining 212 districts, and put them into use immediately as soon as they are completed.

In addition, updated the land statistics and inventory database for the 2024 inventory period; built a land use planning and planning database for 280 districts; built a land price database for 405 districts.

Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that in order to implement the construction of a paperless government, applying signatures and transactions in the digital environment, in the past time, Binh Dinh province has made the activities of the government transparent.

According to Mr. Pham Anh Tuan, this helps save costs and time for people and government agencies; at the same time, it also limits harassment and petty corruption.

At the conference, the leaders of Binh Dinh province requested ministries and branches to promptly review and adjust the process of handling administrative procedures from 4-level authorities to 3-level authorities, associated with the new functions and tasks of authorities at all levels to promptly implement the completion of the apparatus from July 1, 2025.

The province recommends that ministries and branches review and agree to build an important digital platform for national implementation, especially implementation in the new government apparatus system.

Ministries and branches review specialized regulations to basically switch to e-ad administrations, limiting the storage of documents in paper.

"We hope to soon have instructions to deploy the application of artificial intelligence (AI) in authorities at all levels. Currently, there is data but the implementation of AI is still facing difficulties, we are very confused when implementing this issue", the Chairman of the People's Committee of Binh Dinh province suggested.
