On March 18 at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 - chaired and directed the first meeting of the Steering Committee.
Speaking at the meeting, the Prime Minister stated that administrative reform, digital transformation and the implementation of Project 06 are tasks that have been actively implemented in recent years, but need to be upgraded, further improving quality and efficiency.
"We must respond very quickly to the situation, both in terms of guidelines and policies, both in terms of actions and implementation organizations," the Prime Minister emphasized when saying that the situation has developed rapidly and unpredictably but also has many favorable opportunities.
According to the head of the Government, in the fields of science and technology, innovation, and digital transformation, there have been advances and achieved certain results, but compared to advanced countries, compared to countries in the region and compared to development aspirations and requirements, there is still a gap.

The Prime Minister stated that people at all levels, sectors, agencies, localities, and businesses must act, must be mobilized for the whole country to mobilize, thereby turning the resolution into reality, into a specific product, into a material treasure.
The Prime Minister requested delegates to focus on discussing, analyzing and evaluating the implementation of science and technology activities, innovation and digital transformation, administrative reform and Project 06 in the past, identifying shortcomings, limitations, weaknesses, obstacles, bottlenecks, and identifying causes.
At the same time, clearly identify key tasks and solutions in the coming time to unblock the bottlenecks in the organization and implementation.
Regarding the upcoming tasks, the Prime Minister suggested that 3 key tasks be well implemented.
First, focus on removing institutions, the Ministry of Science and Technology, and ministries urgently review related laws, synthesize, and propose to the National Assembly in the form of one law amending many laws at the upcoming session, quickly removing institutional bottlenecks, with the view that institutions are the driving force, resources, and inspiration for development.
Second, continue to review and invest in infrastructure, allocate at least 3% of the 2025 budget for science and technology, including a source exceeding 10,000 billion VND; develop specific projects and plans for implementation, along with preventing waste and corruption.
Third, diversify forms of human resource training to meet the development requirements in the current situation.
At the same time, it is necessary to promote administrative reform, focusing on administrative reform. "If a forest has procedures, it cannot be done," the Prime Minister stated.
The Prime Minister also directed that when drafting and amending laws, decrees and circulars, agencies must answer and clarify the following questions: institutional bottlenecks and problems that need to be resolved; administrative procedures and compliance costs have not been cut by at least 30%; have not been decentralized and delegated to the maximum extent?
The Prime Minister emphasized that working in the spirit of "3 ifs and 2 no": beneficial to the country, beneficial to the people, beneficial to businesses; no personal motives, corruption, negativity and not to let loss or waste of State assets, people, and national resources.
Administrative agencies must change the status from handling work for people and businesses to serving people and businesses.
