Exemption from liability when testing new technology and models

There will be a policy to exempt organizations and individuals from liability when testing new technology or new business models but having economic losses due to objectivity.

On the morning of March 18, the first meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 took place at the Government headquarters.

At the conference, Deputy Minister of Science and Technology (KHCN) Pham Duc Long reported the results of the implementation of tasks on science and technology, innovation, and national digital transformation, focusing on a number of tasks:

Develop a digital government development program.

Develop a Plan to improve the quality of providing online public services throughout the process; provide new personalized digital services, based on data for people and businesses; provide public services regardless of administrative boundaries.

Build a virtual assistant to support people and businesses to perform online public services.

Regarding the task force on strongly promoting science and technology activities, innovation and digital transformation in enterprises, focusing on developing a project to form large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic technology, network safety and security.

Develop a mechanism for placing orders and assigning tasks to digital technology enterprises to carry out key tasks of digital transformation. Develop a project for digital transformation of small and medium enterprises and individual business households.

Ministries and branches carry out tasks and solutions to implement the Government without documents, sign and transact in the digital environment, including:

Government Office: Build an Index, a Government's direction and management information system at the National Data Center (December 2025); build a communication portal between people, businesses, and associations on the National Public Service Portal to send and receive documents with Government agencies. Completion date: April 2025.

The Ministry of National Defense grants 100% of specialized digital signatures for public service to leaders at all levels. Completion date: March 2025.

The Ministry of Science and Technology implements a policy of exempting and reducing fees for granting and using public digital signatures, aiming to popularize 100% of digital signatures for adults. Completion date: April 2025.

Ministries, branches and localities issue index sets to serve the direction and operation of ministries, branches and localities in the electronic environment. Completion date: May 2025.

Digital transformation of online and data-based management and direction activities. Converting all internal management activities such as: Financial management, human resource management, management and operation to the electronic environment using information technology systems. Completion date: April 2025.

Monitor internal tasks of agencies in the electronic environment, integrated with the task monitoring system assigned by the Government and the Prime Minister. Completion date: April 2025.

100% of leaders at all levels use information technology systems and digital signatures to approve electronic documents and records. Completion date: June 2025.

100% of leaders at all levels use information systems to track tasks, manage and operate based on data. Completion date: June 2025.

Deputy Minister Pham Duc Long also clearly stated the task of developing a pilot mechanism project for enterprises testing new technologies under the supervision of the State. Complete the exemption policy for liability for enterprises, organizations, and individuals in cases of testing new technology or new business models that cause economic losses due to objective reasons.
