On March 7, the People's Committee of Da Nang City announced that Chairman of the City People's Committee Le Trung Chinh had just signed and issued a decision to temporarily suspend investment in new construction, repair, renovation, upgrading of offices, and procurement of assets of agencies, administrative units, public service units at district/district, ward/commune levels (in addition to healthcare and education). This is a decision to implement the policy of the Da Nang City Party Committee (in Official Dispatch No. 5909-CV/TU dated March 1, 2025) on implementing Conclusion No. 127-KL/TW of the Politburo and the Central Party Secretariat, while avoiding waste in budget use.
This regulation requires agencies and units under the City People's Committee, People's Committees of districts/counties and project investors to temporarily suspend the implementation of procedures for implementing new construction works and investment projects, repairing, renovating, upgrading offices, and purchasing assets until the City People's Committee has a new direction. The units are responsible for preserving assets at the project according to regulations. At the same time, units need to review and report on the implementation status, disbursement progress of works, projects, procurement estimates, and propose handling plans to the Department of Finance and the Department of Construction before March 15.
The People's Committee of Da Nang City also assigned the Department of Finance to preside over and coordinate with the Department of Construction and relevant agencies and units to synthesize proposals from agencies and units to advise the City People's Committee to consider resolving problems related to the temporary suspension of construction works, projects, and property procurement according to regulations. Heads of relevant agencies and units are required to urgently organize the implementation of this Directive.
