Accompanying the people
Every rainy season, the small house of Mr. Tran Dinh Hung, an ordinary worker living in Chinh Gian ward, Thanh Khe district, Da Nang city, becomes a nightmare place with endless leaks and rainwater flooding in. This disrupted the family's daily life. Not only that, every time a storm or flood comes, Mr. Hung's whole family has to quickly leave the dilapidated roofs, go to the solid houses of neighbors, or stay in concentrated evacuation areas. Therefore, last February, the Vietnam Fatherland Front Committee of Chinh Gian Ward, Thanh Khe District held a groundbreaking ceremony to build a new house for Mr. Hung's household with a total support amount of up to 129 million VND.
"Seeing my younger brother receiving the attention and enthusiastic help of the community, I was really moved," said Ms. Tran Thi Thanh Binh, Mr. Hung's sister.
In Hoa Tien commune, Hoa Vang district, there are currently 41 temporary and dilapidated houses that need support. In order to create a vibrant competitive atmosphere, the units have enthusiastically supported 1,200 working days, lighting up hope for a settling down and working life for those in difficult circumstances in the area.
Challenges in eliminating temporary and dilapidated houses
The People's Committee of Da Nang City has just approved the first phase of the plan to eliminate 1,140 temporary and dilapidated houses in the city in 2025. This plan includes the construction of new 212 houses and the repair of 928 houses, to improve living conditions for disadvantaged households. The city aims to complete new construction and repairs for eligible cases before May 1.
Beneficiaries include 479 policy households, 368 poor and near-poor households, and 293 households with temporary and dilapidated houses. However, the program to eliminate temporary and dilapidated houses in 2025 still has some problems with land legal procedures.
Mr. Do Nguyen Ngoc, Vice Chairman of Thanh Khe District People's Committee, Da Nang City, said that up to now, the district has reviewed 149 households that are eligible to support the construction and repair of new houses, striving to complete them in May.
In 2025, Thanh Khe District People's Committee issued a plan to review 181 houses, of which 149 houses are eligible for investment in construction and repair. The remaining 32 houses are not eligible for construction, due to land-related issues. Therefore, a second review will be organized to supplement, ensure and complete all families that are eligible to support the dilapidated houses, said Mr. Do Nguyen Ngoc.
According to Mr. Ngoc, the District People's Committee has allocated 4.8 billion VND to 6 wards, requiring supported households to describe the legality of each type of house and take photos of the current status. The goal is to avoid the case where people do not fully understand the content of Decision 55 of the Ministry of Construction and do not use the goal of eliminating temporary houses to legalize land.
In Hoa Quy ward, Ngu Hanh Son district, there are still many other policy households and disadvantaged households living in dilapidated, damaged houses that need to be upgraded, repaired or rebuilt. It is worth mentioning that these households are subject to clearance of two major projects: the Hoa Quy urban area project and the Da Nang University Village project, phase 2. Both of these projects are facing difficulties in the implementation process, which has been unfinished for many years.
The Hoa Quy urban area project has been implemented since 2015 but has not yet made significant progress. This causes many difficulties and inconveniences for people's lives, especially policy households and disadvantaged households.
