The People's Council of Da Nang City has just approved Document No. 160/TTr-UBND dated October 31, 2025 on promulgating a resolution regulating the level of support for people working outside the staffing quota at associations assigned by the Party and State at the provincial or district level before July 1, 2025, and immediately terminating their employment due to the implementation of the arrangement of the administrative apparatus at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.
According to the submission, the issuance of the resolution is necessary to implement the Government's policy in Resolution No. 07/2025/NQ-CP dated September 17, 2025, on policies and regimes for workers affected by the restructuring of the apparatus. Da Nang City has completed the survey, drafted a resolution and proposed specific support levels.
The beneficiaries include: Chairman, full-time Vice Chairman (retired or of working age) and people working under labor contracts at associations. The support level is calculated based on working time, current salary or salary.
Retired people are entitled to severance pay equal to 5 months of current salary; people working or working under contracts are entitled to severance pay equal to 3 months of current salary, plus 1.5 months of salary for each year of work with compulsory social insurance, with a total of no more than 24 months' salary.
According to the survey results, a total of 217 people are eligible for support, with an estimated cost of more than 16.1 billion VND, guaranteed from the city budget. Of which, more than 8.4 billion VND was spent on the retired group and more than 7.7 billion VND on the working-age group.
This policy helps promptly resolve difficulties for workers affected by the restructuring of the apparatus, while ensuring social security, stabilizing their lives and being consistent with the ability to balance local budgets.
