On the afternoon of June 21, Deputy Prime Minister Nguyen Hoa Binh had a working session with the leaders of Da Nang City on the implementation of the construction of the International Financial Center and the results of the implementation of the Conclusion and Resolution of the Central Committee to remove difficulties and obstacles related to projects and land.
At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh stated that the Government and ministries and branches are drafting a Resolution to propose the National Assembly to approve, creating a special mechanism to empower the Government and localities to make the most favorable and open decision in the operation of the International Financial Center in Da Nang and Ho Chi Minh City.
At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Politburo has concluded that the International Financial Center must be urgently deployed in Ho Chi Minh City and Da Nang. When the National Assembly Resolution is issued, the International Financial Center in Da Nang and Ho Chi Minh City will officially launch.
Permanent Deputy Prime Minister Nguyen Hoa Binh requested that after the National Assembly issued the Resolution, the city must take the initiative in handling the tasks under the responsibility of Da Nang. The Government will have an action program, including the Government program and local programs.
Da Nang City must plan, supplement planning, amend planning, proactively personnel, information technology infrastructure, call for investors...
Regarding the removal of obstacles for land projects, Permanent Deputy Prime Minister Nguyen Hoa Binh said that Conclusion No. 77 on the Project "Project to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in some provinces and cities" and Resolution No. 170 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions, including Da Nang City as a basis for removing obstacles for land projects.
Notably, the country currently has more than 2,300 projects stuck, Da Nang alone is the locality with the largest number of projects stuck with more than 1,300 projects.
Up to now, Da Nang City has also established a Steering Committee and focused on removing about 40% of projects, the remaining number is large, compared to the requirements, which is still slow.
Deputy Prime Minister Nguyen Hoa Binh said that Da Nang's lessons and experiences in the process of removing difficulties and obstacles for projects will serve as a basis, experience, propose solutions and mechanisms for application nationwide.
"It is recommended that if the solutions are not resolved in time before the merger, then after the merger of the two localities, they must be accelerated. I suggest that you focus on solving this in parallel with the operation of the two-level government. Now we must focus on quickly resolving the issue, without having to extend it, and do it resolutely like when implementing a two-level government" - said Permanent Deputy Prime Minister Nguyen Hoa Binh.
