On the morning of August 12, at the 2nd session (special session) of the 10th term of the Da Nang City People's Council, 2021-2026, the City People's Council approved Document No. 29/TTr-UBND on the total number and allowance levels for non-professional workers in communes and wards in the area after the arrangement of administrative units.
According to the Submission, as of July 1, 2025, the whole city of Da Nang has 1,335 non-professional workers assigned to work in communes and wards. Before the arrangement, the People's Councils of the two localities (Da Nang and Quang Nam) assigned a total of 3,961 people; of which 3,289 people were in the old administrative units. The People's Committee of Da Nang City proposed to apply a unified monthly allowance according to Resolution No. 99/2023/NQ-HDND of the People's Council of Da Nang City (before the merger) for non-professional workers who continue to work until May 31, 2026.
This regulation aims to ensure compliance with the Law on Promulgation of revised legal documents in 2025, allowing the temporary application of current documents until a new regulation is issued.
According to the Inspection Report, the Legal Committee of the Da Nang City People's Council agreed on the number of 1,335 people but proposed to keep the allowance level according to the administrative unit before the arrangement to ensure rights.
Accordingly, people working in communes and wards of the old Da Nang apply Resolution 99/2023/NQ-HDND; people in the old Quang Nam apply Resolution 12/2023/NQ-HDND, until May 31, 2026.
The Legal Committee also noted that the actual allowance level received under Resolution 12/2023/NQ-HDND (Quang Nam) is currently higher than Resolution 99/2023/NQ-HDND (Da Nang) for some groups of subjects, so maintaining the old calculation method will ensure fairness, avoiding income reduction during the transition period.
Regarding this issue, delegate BhLing Mia suggested applying flexibility, not regulating a hard support distance for all cases, but based on the characteristics of each locality and the actual distance between communes after the merger to determine a reasonable level of support; because in reality, many cadres still have to stay temporarily in people's houses, relatives' houses or in empty rooms of old agencies.
