On the morning of August 12, the 10th City People's Council, term 2021-2026, opened the 2nd Session (Special Session) chaired by Chairman of the City People's Council Nguyen Duc Dung.
The second session (Special session) aims to continue to concretize major policies after the merger, while discussing and approving important resolutions and policies to ensure the smooth, effective and efficient operation of the two-level government apparatus, creating a solid foundation for the city's stable and sustainable development in the new period.
Speaking at the opening of the session, Mr. Nguyen Duc Dung - Chairman of the People's Council of Da Nang City said that after more than a month of organizing and operating the two-level local government model, under the close leadership of the Standing Committee of the City Party Committee, the synchronous coordination of the entire political system, especially the efforts and determination of the team of cadres and civil servants and the consensus and support of all classes of people, the city government apparatus and 94 communes, wards and special zones have basically stabilized, achieving many positive results.
The tasks of socio-economic development, ensuring national defense and security; social security care, policies for people with meritorious services are implemented synchronously, promptly and effectively; discipline, administrative discipline, sense of responsibility, and attitude of service to the People are improved. However, in the conditions of both organizing, operating and perfecting the model, there are still many difficulties and problems that need to be resolved promptly, systematically and methodically.
Therefore, at this session, the City People's Council will consider, discuss and decide on 16 key contents, of urgent significance to the management, operation and development process of the city, including: promulgating the Working Regulations of the People's Council, Standing Committee of the People's Council, People's Council Committees, Delegation groups and People's Council delegates of the 10th City, term 2021-2026.
Consider and decide on the application of the resolutions of the People's Council of Da Nang City (old) and the People's Council of Quang Nam Province in the city after the merger; adjust socio-economic development targets in 2025 and tasks and solutions for the last 6 months of the year; assess the implementation of the public investment capital plan for the first 6 months of the year, and at the same time adjust and supplement the medium-term public investment plan for the period 2021-2025; discuss the revenue decentralization plan, spending tasks, and the ratio of revenue division between budget levels, state budget estimates and local budgets in 2025; along with many other contents under the authority of the City People's Council.
According to the Chairman of the City People's Council, from now until the end of 2025, there is not much time left while Da Nang is facing the urgent need to perfect institutions and policies in accordance with the new organizational model, while speeding up the implementation of the set development goals.
Therefore, the Chairman of the City People's Council suggested: "The People's Council delegates promote a high sense of responsibility, focus their intelligence, carefully study and discuss the contents presented at the meeting, contribute many valid opinions, close to the practical situation, ensure feasibility and create high consensus in the resolutions, contributing to ensuring a successful session, achieving quality and efficiency, meeting the expectations and trust of voters and people of the city".
