Merging commune-level administrative units
In 2025, Da Nang will officially operate a more streamlined commune-level administrative apparatus after merging 17 units, reducing from 45 to 36 wards and 11 communes. According to the Resolution of the National Assembly Standing Committee, some wards have been merged as follows: In Hai Chau district, Hai Chau ward was formed from the combination of Hai Chau 1 and Hai Chau 2; Phuoc Ninh ward was formed from Phuoc Ninh, Nam Duong and Binh Hien; and the new Binh Thuan ward is the merger of Binh Thuan and Hoa Thuan Dong.
Similarly, in Thanh Khe district, Thanh Khe Dong and Hoa Khe were merged into Thanh Khe Dong ward; Tam Thuan and Xuan Ha were merged into Xuan Ha ward; Thac Gian and Vinh Trung were merged into Thac Gian ward; Tan Chinh and Chinh Gian were merged into Chinh Gian ward. In Son Tra district, An Hai Dong and An Hai Tay have merged into An Hai Nam ward.
Ms. Le Thi Thuan, Chairman of the People's Committee of Hai Chau Ward, Hai Chau District, Da Nang City, said: "Since the beginning of 2025, we have thoroughly grasped the cadres and civil servants and specifically assigned them to each department and field. Especially for the Department of Receiving and Returning Results at the ward, it is necessary to do so that all administrative procedures of citizens must be carried out as quickly, as compactly as possible and ready to perform all tasks".
According to Ms. Le Thi Thuan, the handover of old and new units has been basically stable. In which, priority is given to arranging the Department of receiving and processing records and procedures for people.
In An Hai Nam ward, Son Tra district, Da Nang city, Ms. Tran Thi Nham - Vice Chairman of An Hai Nam ward People's Committee informed that despite initial difficulties in transferring and updating population data, all administrative activities in the ward have now stabilized. "Currently, An Hai Nam ward has not recorded any cases of administrative procedures being delayed," Ms. Nham affirmed.
To ensure the effective operation of the apparatus, An Hai Nam ward is promoting training and improving professional qualifications for cadres and civil servants. At the same time, the application of information technology and digital transformation is also focused on to streamline processes, shorten the time to handle administrative procedures, towards people's satisfaction.
"Wednesday Morning No Appointment" model
In order to save time, costs and improve the quality of public services, An Hai Nam ward (after merging from An Hai Dong and An Hai Tay) continues to implement the "Wednesday Morning No Time" model. This model, initiated in An Hai Dong since April 2024, focuses on quickly resolving 7 common administrative procedures in the judicial field, including: issuing a copy of the civil status certificate, issuing a certificate of marital status (except in cases where verification is needed), birth registration, death registration, marriage registration, signature certification and certification of a copy from the original. Specifically, citizens and organizations coming to do transactions from 7:30 to 10:30 a.m. on Wednesday will receive results on the same day.
Mr. Hoa Duy Hien, a judicial officer of An Hai Nam ward, said that the confirmation of marital status is facing difficulties due to the need for time to verify cases of citizens residing in many different localities, so it cannot be applied to this model. After the merger, the ward's population increased, so the one-stop department closely coordinated with the police to ensure the accuracy of information to serve the settlement of administrative procedures. According to Mr. Hien, An Hai Nam ward plans to expand the "no appointment" model to other mornings of the week, in addition to Wednesday mornings.
Previously, in An Hai Dong ward, the model showed clear efficiency. 405 records were resolved through "Wednesday Morning No Appointment", exceeding 85 records compared to an average of 320 records/morning. Of the total 4,478 records in all fields resolved, 3,526 records (accounting for 78.7%) belong to the 7 above-mentioned administrative procedures. Notably, the processing time was shortened by an average of 4 hours/ dossier for 137 dossiers, equivalent to saving 548 hours.
