Da Nang requires units to resolve the severance pay regime for employees in accordance with regulations, ensuring objectivity, fairness and linking with payroll review.

The City People's Committee issued Official Letter No. 983/UBND-SNV on resolving the regime and policies for resignation due to the reorganization of the apparatus in accordance with the content of Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo.

The Chairman of the City People's Committee requested the Heads of agencies, localities and units in the process of reviewing the resignation application of civil servants and public employees to closely follow the principles of implementing policies according to the direction of the City People's Committee in Official Dispatch No. 626/UBND-SNV dated July 29, 2025; ensure that the subjects whose resignation is resolved comply with the provisions of Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP, guiding documents of the Ministry of Home Affairs and belong to the group of subjects mentioned in Clause 1 of Official Dispatch No. 4177/BNV-TCBC dated June 23, 2025 of the Ministry of Home Affairs.

Heads of agencies, localities and units are responsible for the results of the review and determination of cases where employees have to quit or agree to voluntary resignation; ensuring objectivity, fairness, publicity, strictness, and compliance with the provisions of law.

Ensure that it is linked to the general review of implementation, actual demand for use of payroll, determination of job positions, relationships between policy settlement and the allocation of payroll targets in the coming time; do not affect the results of performing assigned tasks.

In case of failure to meet the assigned task requirements, it must be shown through the results of the assessment of employees for the most consecutive 3 years, in which employees with the results of the year-end quality assessment are unable to complete the task. In case of poor health, there must be medical records proving that they are unable to continue performing assigned tasks.

Heads of agencies, localities and units are interested in doing ideological work, encouraging and retaining employees with more than 5 years of capable work, many achievements and contributions to agencies, organizations and units.

In case the health of employees is not guaranteed (expressed through medical records) affecting the results of performing functions and tasks, the head of the agency, locality, or unit shall consider and be responsible for resolving the resignation according to regulations, not affecting the general work, ensuring progress, not affecting the service of the People and businesses; not proposing to supplement the payroll after resolving policies for the subject.

In case of assessment of capacity to perform tasks from July 1, 2025 to present, the agency or unit will conduct a review, re-allocate tasks, and send them to participate in training and fostering classes to meet new requirements when implementing local government at two levels.

Based on the regulations on functions, tasks and organizational structure of the apparatus, agencies, units and localities conduct reviews, arrange and assign tasks to employees under their management authority in accordance with regulations, meeting the requirements of job positions. In case of inadequacy, it is necessary to review and transfer to ensure promoting the capacity of the staff and employees; create conditions for individuals with good capacity, qualities, outstanding achievements, and many contributions to the agency, organization, or unit to continue working.

The Chairman of the City People's Committee requested heads of agencies, localities and units to seriously implement and take responsibility for the proposal to resolve resignation according to the provisions of law. In case of arising problems, agencies, units and localities promptly report to the Department of Home Affairs for monitoring and reporting to competent authorities to direct the resolution.
