On the afternoon of October 29, continuing the program of the 10th Session, the National Assembly discussed in the hall about evaluating the results of implementing the socio-economic development plan for 2025; the expected socio-economic development plan for 2026.
Speaking at the discussion session of the hall, delegate Ha Sy Dong (Quang Tri delegation) expressed surprise at the fact that some communes and wards have announced that if people do not submit red book and citizen identification documents on time, their rights will not be resolved: "When I read this information, I was upset, because the ID card or land use right certificate documents are all state documents issued to the people, all of which are in the system of state agencies. However, there must still be people who go to each house to distribute vouchers to collect information".
The authorities explained that the reason why people have to submit red book photos to clean up national land data is because many land users arbitrarily change the purpose, transact land and assets attached to the land with handwritten documents, have not established inheritance rights... leading to some cases of incorrect information and data and inconsistency.
According to delegate Ha Sy Dong, it is necessary to propagate so that anyone in this category can provide information and guide them to complete the procedures in accordance with regulations, instead of requiring all households to submit photocopes of red books and ID cards.
"A majority of people only have one house and only one red book, so the emergence of additional procedures like that is no guarantee that the national data on land will be cleaned up" - said the delegate of Quang Tri delegation.
Analyzing more deeply, delegate Ha Sy Dong said that cleaning up land data is very necessary, but the way to do it, especially the way to explain it to the people, needs to be reviewed.
Also on this issue, delegate Pham Van Hoa (Dong Thap delegation) said that the Ministry of Construction is currently proposing to the Government to amend Decree 94 guiding the Law on Real Estate Business.
Accordingly, real estate owners, whether individuals or organizations at home or abroad, will have to provide full information, identification, address, area, type, quantity, term and legal status of the property.
The data will be updated into the national information system on housing and the real estate market operating smoothly from the central to local levels, connected with population, land, business, credit, and tax data.
People must photocopy the land use right certificate to the state management agency of land to integrate the national land database.
This person believes that this is an extremely necessary task to make policy management not inaccurate, facilitate data integration, and reduce administrative procedures. However, showing the inadequacy in land and housing management of the people, in the past there have been many errors in government management, causing people to waste travel time.
