On October 29, continuing the 10th Session, the National Assembly discussed in the hall the results of the implementation of the 2025 socio-economic development plan; the expected socio-economic development plan for 2026.
National Assembly Delegate (NAD) Nguyen Thi Yen Nhi (NA Delegation of Vinh Long Province) said that online kidnapping is no longer a rare phenomenon but has become a constant concern for many families.
High-tech criminals take advantage of email messages or social media platforms to remotely control victims. Forcing them to withdraw money, rent a place to live, and even film a video of them begging for help according to a script pre-made by bad guys" - delegate Yen Nhi said.
This delegate cited recent incidents in Hanoi, Ho Chi Minh City and many localities that showed that the victims were often students.
The consequences are not only financial losses but also cause confusion, loss of trust in the online environment, negatively affecting social security and order.
Faced with this alarming situation, delegate Nguyen Thi Yen Nhi suggested that the Government direct sectors at all levels to take drastic action to find preventive solutions and promptly investigate and handle violations.
The relevant agencies have directed to further strengthen propaganda and education, promote cybersecurity campaigns through media, schools, organize thematic sessions at schools and communities on online kidnapping identification, how to protect personal information and respond when encountering signs of fraud.
The delegate also said that it is necessary to build strict legal regulations, perfect the Law on Cyber Security, the Law on High-Tech Crimes, and the Penal Code to clearly stipulate the punishment for online kidnapping with truly strong sanctions.
Along with that, cross-border platforms are required to sign a commitment to report, remove violating content and publicize handling data with financial fines or temporarily suspend advertising if these platforms do not comply with regulations.
It is necessary to strengthen international cooperation, establish a mechanism for exchanging information and coordinating investigations with countries and international organizations to dismantle a cross-border criminal network, and support the return and reintegration of victims.
The delegate also said that it is necessary to equip the police and high-tech police forces with tools to analyze network monitoring data and provide in-depth professional training on high-tech offenders, promote the collection, storage and analysis of digital evidence to support the trial quickly and strictly.
The delegate of Vinh Long also suggested that the Government should have drastic solutions in 2026 on the prevention of high-tech crimes, especially online kidnapping.
