The atmosphere of the congress spreads on every newspaper.
From December 14 - 20, 1976, the 4th National Congress of the Party met in Hanoi. Attending the Congress were 1,008 delegates representing more than 1.5 million party members nationwide. The Congress elected a new Central Executive Committee consisting of 101 official members and 32 alternate members. Comrade Le Duan was elected as General Secretary of the Central Executive Committee of the Party.
The Congress decided to change the name of the Vietnam Workers' Party to the Communist Party of Vietnam.
Before the event, in the issue published on Thursday, December 9, 1976, the front page of Lao Dong Newspaper was titled "Celebrating the Party Congress". In this issue, there was an article "Opening the red pages of history, brightly believing", Lao Dong Newspaper reviewed the imprints of previous Party Congresses, specifically: "First Party Congress: Congress of the process of restoring the Vietnamese revolution"; "Second Congress: Resistance Congress" and "Third Congress: Congress of building socialism in the North and fighting for national reunification".
During the days of the congress, Lao Dong Newspaper had many articles conveying an atmosphere full of excitement and confidence towards the Party Congress.
In the issue dated Thursday, December 16, 1976, Lao Dong Newspaper had an article "Successful Congress outlines the future" in which it stated: "An event of great importance to our country, taking place in Hanoi capital, the heart of the whole country: the 4th Congress of the Party.
The Party Congress, that is the wish of party members and people across our country after a rich and beautiful mountain range from Cao Lang to Minh Hai has gathered in one place, 50 million people in the great Vietnamese national family are heading towards one flag, following the path that the beloved President Ho Chi Minh has drawn: Socialism".

The newspaper also had lines about the image of "generations of party members gathering together, highlighting a beautiful image of our Party, a Party that has clearly shown from the beginning the strength of the tradition of unity and consensus. Over the past 46 years, that strength has been tested, tempered, and day by day becomes stronger, more solid, experiencing so many storms of revolutionary struggle,..."
The newspaper issue dated December 23, 1976 affirmed that the IV Party Congress was a resounding success, and the Congress decided to change the name of the Vietnam Workers' Party to the Communist Party of Vietnam.
At the same time, the newspaper quoted and published the closing speech of the Congress by Comrade Le Duan - General Secretary of the Party Central Committee, in which there is a passage written: "Our Party has no other purpose than to serve the interests of the working class, the interests of the working people and the whole nation. The entire Party is determined to forever remember and strictly implement Uncle Ho's teachings: "We must keep our Party truly clean, be worthy of being a leader, a truly loyal servant of the people".
Dear delegates, in the coming days, you will return to your localities, return to factories, fields, to streets, villages, to units, agencies, to our Party organizations everywhere. Please convey to your brothers and sisters, cadres, party members, to all workers and all compatriots the warm greetings and warm congratulations of the Party Central Committee...".
Bridge to convey the thoughts and feelings of workers to the congress
In issue 2846 before the congress, it was reported: "Recently, the Editorial Board of Lao Dong Newspaper and the Metallurgy Mechanical Trade Union organized a seminar with a number of workers on the pre-plan of the metallurgy mechanical industry, to discuss and develop the Political Report Outline of the Party Central Committee at the IV Congress".

The newspaper has conveyed the thoughts of workers towards the Party Congress with an article: "On the steel rolling training front, workers hope to have better working conditions".
After that, in newspaper issue 2848 dated December 16, 1976, it was published "Letter from the Vietnam General Confederation of Labour to the 4th National Congress of the Party" stating: "Towards the Party Congress, in the past two months, all workers and employees nationwide have been and are promoting the emulation movement of labor production and thrift, improving labor productivity, work efficiency, striving to complete and exceed the State plan in 1976, building more projects, producing more products with a joyful and vibrant atmosphere, and achieving achievements to offer to the Congress".

After the Congress ended, in the issue of December 30, 1976, Lao Dong Newspaper published "The Call of the Executive Committee of the Vietnam General Confederation of Labour on successfully implementing the Resolution of the 4th National Congress of the Party".
