The Ministry of National Defense has completed the implementation of Resolution 05 of the Politburo one year ahead of schedule, basically completing the adjustment of the organization of the Army to be lean, compact, and strong.

Continuing the program of the 9th extraordinary session of the 15th National Assembly, on February 13, the National Assembly discussed in groups the Draft Law on Government Organization (amended); the Draft Law on Organization of Local Government (amended); and the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.

According to the Government Electronic Information Portal, speaking at the discussion, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - emphasized: The reorganization and streamlining of the apparatus is carried out on the basis of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".

General Phan Van Giang stated that the restructuring and streamlining of the apparatus according to Resolution No. 18 has been implemented for the past 7 years, and this year has entered the 8th year. Previously, we did not implement it very drastically. This time, we are implementing it more drastically.

Emphasizing that the armed forces have very special characteristics, so the rearrangement must follow a separate project, General Phan Van Giang said that up to now, the Ministry of National Defense and the Ministry of Public Security have basically completed the rearrangement task.

The Ministry of Public Security reorganizes the local police apparatus in the direction of "comprehensive province, strong commune, close to the grassroots", without organizing district-level police.

The Ministry of National Defense is summarizing the implementation of Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo on the organization of the Vietnam People's Army for the 2021-2030 period and the following years; Resolution No. 230-NQ/QUTW dated April 2, 2022 of the Central Military Commission on leading the implementation of the organization of the Vietnam People's Army for the 2021-2030 period and the following years.

The summary results show that the Ministry of National Defense has completed the implementation of Resolution No. 05-NQ/TW of the Politburo one year early. The Resolution assigns tasks to basically complete the adjustment of the organization of the Vietnam People's Army to be streamlined, strong, and strong by 2025. To date, the Ministry of National Defense has merged units and completed all tasks according to Resolution No. 05-NQ/TW and Decree No. 01/2022/ND-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense.

The Ministry of National Defense is continuing to calculate very carefully and thoroughly based on the results of comprehensive research on the country's war history, the current advantages and difficulties of our country, as well as the war methods that countries around the world are applying to report to the competent authority to decide on the organization of the Vietnam People's Army appropriately in the coming time.
