The Government has just issued Resolution No. 106/NQ-CP dated April 23, 2025 on the plan to implement Resolution No. 172/2024/QH15 of the National Assembly on the investment policy for the high-speed railway project on the North-South axis.
According to the resolution, the scale of the construction of the high-speed railway line on the North - South axis with a total length of about 1,541km, a design speed of 350 km/h, a load of 22.5 tons/axle; 23 passenger stations, 5 freight stations; investment in vehicles and equipment to transport passengers, meeting dual-use requirements for national defense and security, and being able to transport goods when necessary.
The Resolution clearly states the development and promulgation of Government Decrees, including:
1. The Decree stipulates the contents, requirements for surveying, creating overall technical designs (Feed designs) instead of the basic design in the project feasibility study report and the design steps after the Feed design, making and managing construction investment costs of the project application of Feed design;
Guidelines on the obligations and powers of the parties participating in the implementation of the contract under the form of an EPC contract (investor, contractor/general contractor EPC, supervision consultant...); detailed regulations and instructions on planning, adjusting zoning plans, and detailed planning of areas adjacent to high-speed railway stations.
2. The Decree stipulates the criteria for selecting organizations and state-owned enterprises assigned tasks or Vietnamese organizations and enterprises allowed to order the provision of railway industrial services and goods.
3. The Decree guides the implementation of railway science and technology development and details the research, application and receipt of technology transfers for railway projects.
4. Decree guiding the temporary use of forests and forest return for temporary construction to serve railway projects.
In addition, develop and promulgate a Decision of the Prime Minister regulating the list of railway industrial services and goods assigned to state-owned organizations and enterprises or ordered from Vietnamese organizations and enterprises.
Regarding project implementation, the resolution clearly states that the Ministry of Construction is the governing body, coordinating with relevant ministries, branches and localities, organizing the preparation and submission to the Prime Minister for decision to approve the project and organizing implementation to meet the required progress.
The progress milestones for implementing some main tasks and tasks are as follows:
Organize the selection of consulting contractors to conduct surveys, prepare feasibility study reports and carry out related work, and submit the Feasibility Study Report to the Prime Minister in August 2026.
The State Appraisal Council appraised and submitted to the Prime Minister for decision to approve the Project Feasibility Study Report in September 2026.
Localities and Vietnam Electricity Group will carry out compensation, support, resettlement, and relocation of power lines affected by the project, basically completing before December 2026 to hand over the site to the construction contractor.
Organize the selection of contractors for the project implementation phase, sign contracts and ensure conditions to start construction before December 31, 2026.
Deploy construction, procurement, equipment installation, basically complete the project and put it into operation from 2035 according to Resolution No. 172/2024/QH15 of the National Assembly.
