The Prime Minister has just issued Decision No. 806/QD-TTg dated April 22, 2025 promulgating the National Strategy on Waste Prevention and Control until 2035 (Strategy).

Cut down on unnecessary intermediary units, reorganize in a multi-sectoral, multi-disciplinary direction according to the principle that one agency performs many tasks, one task is assigned to only one agency as the presiding agency and takes primary responsibility.
The strategy requires a thorough overcoming of overlapping functions and tasks, and separation by area and field. Review and re-evaluate the assignment and management of payroll.
Regarding the management and use of the state budget, public debt management: Strictly controlling the State budget deficit, keeping the State budget deficit and public debt within the allowable limit according to the National Assembly Resolution, ensuring national financial and safety security, improving the efficiency of loans.
Mobilize and use ODA loans and preferential loans from foreign donors to ensure socio-economic efficiency and debt repayment capacity; deploy debt management tools according to regulations in accordance with practical requirements, associated with state budget management, state budget management, ensuring the efficiency, safety and liquidity of the state budget.
Arrange payment of principal and interest of the state budget in a timely, complete and on time manner. Organize capital mobilization for the state budget through issuing government bonds to ensure compliance with the needs of the central budget and market response capacity.

Regarding promoting administrative reform, focusing on cutting administrative procedures and compliance costs for people and businesses: Promote the application of information technology, build a digital platform to connect and share data between agencies and organizations.
Build and effectively operate the e-Government and digital government systems; increase the application of science, technology and technology in state governance activities, socio-economic management in the direction of publicity, transparency, friendliness, easy access, easy implementation to create favorable conditions for businesses and people, contributing to improving management efficiency, reducing time and compliance costs for people and businesses.
