The Government Office issued Notice No. 277/TB-VPCP on the conclusion of Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh during his working, inspection and working trip on the Investment Project to build Facility 2 of Viet Duc Friendship Hospital and the Investment Project to build Facility 2 of Bach Mai Hospital in Ha Nam province.
According to the Permanent Deputy Prime Minister, the early completion and operation of 2 modern, large-scale hospitals in 2025 to serve the needs of medical examination and treatment of the people is an urgent task, it is necessary to urgently focus on quickly, synchronously and effectively implementing solutions, in accordance with legal regulations.
The continued implementation of the 2 Projects must ensure quality, progress, prevent corruption, negativity, waste, and absolutely not breach new regulations.
The time from now until the end of 2025 is only over 6 months, a very short time to complete and put the 2 Hospitals into use.
Requesting relevant ministries and agencies to promote the highest responsibility, proactively and urgently focus on implementing the assigned tasks and solutions; in which, paying attention to a number of key tasks.
Urgently complete procedures to accept and pay contractors for the completed workload.
The Permanent Deputy Prime Minister assigned the Ministry of Health to focus on directing contractors with sufficient resources and human resources to ensure quality and construction progress.
Closely coordinate, creating conditions for contractors to construct at the construction site; promptly complete procedures to accept payment to contractors for the completed workload.
Arrange enough human resources to supervise and prepare conditions for project acceptance, creating conditions for contractors with resources to continue implementing the project, ensuring progress.
Improve the capacity and enhance the responsibility of the Medical Construction Project Management Board (MHP); urgently consolidate and improve the organization and apparatus, pay attention to immediately adding high-quality human resources to the MHP, in which priority is given to adding human resources from the 2 Hospitals to soon participate in the project implementation process, ensuring convenience for operation and putting it into use later.
Regarding the procurement of medical equipment, in the immediate future, use all the allocated funding for purchasing medical equipment, urgently organize procurement bidding, select the most modern and suitable equipment to suit professional needs, ensure compliance with regulations, and avoid further violations and negativity.
The Permanent Deputy Prime Minister requested Bach Mai Hospital and Viet Duc Friendship Hospital to closely coordinate with the Project Management Board and relevant units of the Ministry of Health during the construction process at the site.
Increase human resources for the Project Management Board from 2 Hospitals, especially high-quality human resources to meet the requirements of progress and quality.
Regarding human resources working at Facility 2, the Permanent Deputy Prime Minister requested proactiveness, recruitment, and immediate training of doctors and medical staff, prioritizing human resources of Ha Nam province and neighboring areas.
Prepare plans and arrangements to arrange and rotate doctors and medical staff with high professional qualifications and skills to work at Facility 2 immediately after the completion of the 2 Projects and put them into operation, paying attention not to affecting the quality of human resources of local health facilities.
In case it is necessary to supplement funding for training the team of doctors and medical staff working at facilities 2 and 2, the Hospital needs to proactively plan and submit to the Ministry of Health to arrange funding for training according to its authority.
