On May 9, at a workshop to collect opinions on amending Decree 96/2023 detailing a number of articles of the Law on Medical Examination and Treatment, Mr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management (Ministry of Health), said that after more than 1 year of implementation, some contents in the decree and Circular 32/2023 have revealed some shortcomings that need to be adjusted and amended.
The issues raised include professional qualifications, practice registration, conditions for medical examination and treatment facilities, practice of specialists, licensing records, as well as regulations on revocation, suspension, punishment, practice, etc.
According to the revised Law on Medical Examination and Treatment, from 2025, medical examination and treatment facilities across the country will be divided into 3 levels of technical expertise: primary level, basic level and specialized level.
With 48 hospitals under the Ministry of Health, there are 4 hospitals classified as highly qualified, namely Bach Mai Hospital, Cho Ray Hospital, Hue Central General Hospital and Ho Chi Minh City University of Medicine and Pharmacy Hospital; 24 hospitals classified as specialized; the remaining 20 hospitals classified as basic hospitals include both specialized and general hospitals.
One of the current problems is the arrangement of technical expertise for facility 2 of Bach Mai and Viet Duc Hospitals in Ha Nam province.
Informing about the operating model of Bach Mai Hospital, Facility 2 in Ha Nam, Associate Professor, Dr. Vu Van Giap, Deputy Director of Bach Mai Hospital, said that when it comes into operation, facility 2 will use the same human resources, technical processes and invest in equipment equivalent to facility 1. Therefore, if it fully meets the conditions, this facility should be ranked at the same professional level.
The arrangement of equivalent levels between two facilities in the same system is necessary to accurately reflect professional capacity, facilitate interconnected operations and reduce administrative procedures for both management agencies and hospitals.
Bach Mai Hospital and Viet Duc Hospital are two special-class hospitals under the Ministry of Health. According to current regulations, newly established facilities can only be classified as basic facilities, and can only be upgraded after 2 years.
Meanwhile, facility 1 of these two hospitals is being classified as a specialized hospital. This can cause problems in professional communication and operation.
"Facing this problem, the Ministry of Health will seek the opinion of the professional council. The revised contents will be submitted to the Government in June" - Mr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management said.

On April 22, the Government Office issued Notice No. 193/TB-VPCP on the conclusion of Central Party Committee member and Deputy Prime Minister Le Thanh Long during his working trip to inspect the investment project to build the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam.
According to the announcement, many tasks are behind schedule compared to the plan; many difficulties and problems in implementation have not been resolved in a timely manner. The implementation progress has not met the requirements of urgency and urgency of the two projects.
The Deputy Prime Minister requested the Ministry of Health, relevant ministries and agencies to make more efforts and resolutely implement it, ensuring early completion and putting the two hospitals into use, not to let them go to waste.
To promote the progress of the two projects, the Deputy Prime Minister requested the Ministry of Health to closely monitor the actual situation; be more proactive in coordinating with relevant ministries, agencies and units to deploy specific tasks and work and control the progress of implementation at the project.
