Strive to disburse investment capital public investment exceeding 95% of the plan
Prime Minister Pham Minh Chinh has just signed Directive No. 26/CT-TTg on key tasks and solutions to promote disbursement of public investment capital in the last months of 2024.
The directive clearly states that 2024 must be a breakthrough year in disbursement of public investment capital, striving to achieve a disbursement rate of public investment capital exceeding 95% of the plan assigned by the Prime Minister, creating favorable conditions to complete the socio-economic development targets in 2024 and striving to complete at least 3,000 km of expressways by the end of 2025.
To achieve the above-mentioned target, the Prime Minister requires ministries, central agencies, and localities to promptly complete investment procedures, bidding, and strive to start all investment projects under their management that have been assigned and allocated by competent authorities.
Ministries, central agencies, and localities focus on leading and directing, identifying land compensation and site clearance as a bottleneck in project implementation that needs to be addressed; not to let projects wait for site clearance, especially important national projects, expressways, key projects, inter-regional roads, and coastal roads.
Continuing to focus on strictly implementing the Prime Minister's and Deputy Prime Minister's instructions to resolve difficulties related to mining permits, exploitation of construction materials, sand, and soil... to ensure that public investment projects are implemented quickly, efficiently, and in accordance with the law.
Implementing measures to control prices and quality of construction materials to serve public investment projects. Strictly handling cases of creating artificial shortages, collusion between mine owners to raise prices, and exploiting and supplying materials not in accordance with regulations, affecting project construction.
In addition, ministries, central agencies, and localities need to focus on resolving difficulties and obstacles related to land and natural resources. Implementing measures to control prices and quality of construction materials to serve public investment projects. Strictly handling cases of creating artificial shortages, collusion between mine owners to raise prices, and exploiting and supplying materials not in accordance with regulations, affecting project construction.
Replace officials who hinder disbursement of public investment capital in a timely manner
Especially, the Prime Minister requires strict discipline and strictness in disbursement of public investment capital, resolutely handling severely any investors, project management boards, organizations, and individuals who intentionally create difficulties, hinder, or are irresponsible, causing delays in capital allocation, project adjustments, and disbursement of public investment capital.
Replacing officials who are weak in ability, sluggish, and create obstacles, corruption, and negative phenomena. Resolutely handling any negative phenomena in public investment management.
Disbursing public investment capital in a real and effective manner, without abusing advance payments for contracts. Ensuring the time allocated for capital allocation to implement projects in accordance with the Investment Law, minimizing the submission of projects to competent authorities for extended capital allocation periods.
The Prime Minister requires the following ministries: Transport, Natural Resources and Environment, Industry and Trade, and the People's Committees of provinces and cities to focus on resolving difficulties and obstacles, ensuring a stable supply of construction materials (sand, soil for foundation) for expressway projects, key projects, inter-regional roads, and coastal roads, linked to the "500-day and night high determination, great effort, and competition to complete expressway projects" campaign.
The Prime Minister assigns the Ministry of Natural Resources and Environment to promptly complete and issue guidelines for implementing the 2024 Land Law.
