The Ministry of Home Affairs is seeking opinions and social feedback on the draft Decree amending and supplementing a number of articles of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, laborers and salaried earners in the armed forces working in areas with particularly difficult socio-economic conditions.
Contributing opinions to the draft Decree, the Ministry of Education and Training proposed to study and consider supplementing the level of long-term work allowance in areas with particularly difficult socio-economic conditions for people with a working period of 3 years to less than 5 years with a coefficient of 0.3.
Explaining the above proposal, the Ministry said that the long-term work allowance is one of the important policies to attract, encourage and retain the contingent of cadres, civil servants, public employees, and workers working in areas with particularly difficult socio-economic conditions.
However, according to current regulations, people working in this area must have worked for 5 years or more to be entitled to allowances, this is a relatively long period of time.
The addition of allowances for people with a working period from 3 years to less than 5 years will contribute to the implementation of policies to attract and value staff, creating motivation for staff to feel secure in their work and be attached to difficult areas for a long time, especially in the context that many localities still face difficulties in attracting and stabilizing high-quality human resources.
Responding to the above proposal, the Ministry of Home Affairs proposed to temporarily maintain the level of allowances and subsidies; the arrangement of types of allowances and subsidies and adjustment to increase the time to enjoy attraction allowances will be summarized to report to the Politburo and the Secretariat for comments before submitting to the 5th Plenum of the 14th Central Committee in 2027 (document No. 3426-CV/VPTW dated June 30, 2026 of the Party Central Committee Office).
The time to calculate and enjoy regimes and policies (including long-term work allowances) has been stipulated in Article 13 of Decree No. 76/2019, in case of any problems, there will be guidance according to the provisions in Clause 1, Article 6 of the draft Decree.
