Research on salaries and allowances for commune-level leaders according to administrative unit classification

The Ministry of Home Affairs said it is studying and proposing policies on salaries and allowances for commune-level leadership titles according to the classification of administrative units.

The Ministry of Home Affairs has issued a document responding to voters' petitions sent after the first session of the 16th National Assembly.

Accordingly, voters in Lao Cai province reflected the Government's Decree 307/2025 on classifying administrative units (UAs), which stipulates that communes are classified into type I, type II and type III. Wards and special zones are classified into special types, type I, type II and type III.

Class I and II wards are localities with large population scale and high urban density, class III communes are localities with smaller scale.

Meanwhile, Decree 07/2026 of the Government amending and supplementing a number of articles of Decree 204/2004 on the salary regime for civil servants and public employees stipulates that the position allowance regime for commune-level leaders and managers is determined by title, not associated with the classification of administrative units.

However, in reality, the allowance level between the same title, for example, the Chairman of the People's Committee of class I ward and class III commune is equivalent to the regulation, which does not accurately reflect the difference in workload.

Voters proposed that the Ministry of Home Affairs advise the Government to consider adjusting to increase the allowance level for commune-level leadership positions.

At the same time, voters also proposed building a mechanism to pay classification allowances according to administrative unit ranks (based on population size, natural area, and specific workload) to ensure practical suitability and create motivation for cadres and civil servants to successfully complete their tasks.

Regarding this content, the Ministry of Home Affairs stated that, based on Conclusion 206 of the Politburo, relevant agencies have issued within their authority documents regulating position allowances for commune-level leaders to promptly implement regimes and policies for cadres, civil servants, and public employees after arranging the organizational structure and local government organization at 2 levels.

The documents include Decision 09 of the Secretariat, Resolution 122/2026 of the National Assembly Standing Committee, and Decree 07/2026 of the Government.

Accordingly, the leadership position allowance for commune-level leadership titles is regulated in accordance with the principles stated in Conclusion 206, ensuring that the leadership position allowance coefficient according to administrative rank, the new commune-level leadership position allowance is lower than the old district level.

At the same time, based on Conclusion 83 of the Politburo, documents of the Party Central Committee Office announcing the opinions of the Politburo and the Secretariat on the preliminary review of the implementation of Resolution 28 on social insurance policy and Resolution 27 on salary policy, the Ministry of Home Affairs is coordinating with relevant ministries and agencies to study, propose, and improve salary policy in the spirit of the Resolution of the XIV Congress to report to competent authorities for consideration and decision in the coming time.

Including salaries and allowances for commune-level leadership titles according to the classification of administrative units as voters' opinions stated.
