Concerns about the timing of applying new policies

According to delegate Trang, the Ministry of Education and Training plans solutions and timelines for salary and allowance policies stipulated in the Law on Teachers to soon become reality.
This is the time when teachers can really enjoy policies on salaries and allowances according to regulations and this is really a concern and great desire for the team of teachers actually teaching" - delegate Trang raised the issue.
Regarding this content, Member of the Party Central Committee, Minister of Education and Training Hoang Minh Son said that for the allowance policy, the implementation roadmap will be carried out when the decree is completed according to the new project. Regarding the implementation deadline, the Minister said that representatives of the Ministry of Home Affairs will discuss further.
Teacher allowances are at the highest level in the civil servant system
Explaining specifically about this issue, Deputy Minister of Home Affairs Vu Chien Thang affirmed that the Ministry of Home Affairs and the Ministry of Education and Training have coordinated very closely in advising and developing regimes and policies related to teachers and education managers.
Based on Conclusion No. 206 of the Politburo, the Government has issued Decree No. 182 stipulating professional preferential allowances for teachers, management officials and public education support staff. "It can be said that this is one of the highest preferential policies in the current civil servant system" - Deputy Minister Vu Chien Thang emphasized.
Specifically, according to Decree No. 182, professional preferential allowances for teachers have been adjusted to the highest level of 80% of the current salary level (higher than the 70% level for particularly difficult areas according to Decree 76). This policy has significantly improved income and created motivation for teachers to feel secure in their work.
Roadmap for submitting the Central Government's Salary Reform Project in March 2027
Regarding the reason for not yet issuing a separate Decree on new salary policies for teachers, a representative of the Ministry of Home Affairs explained that the salary policy of the education sector must be placed in the overall salary reform system of the Party and State.
According to the roadmap assigned by the Government, the Ministry of Home Affairs is presiding over and coordinating with relevant ministries and sectors to review and comprehensively evaluate the Salary Policy Reform Project. It is expected that the project will be submitted to the Politburo in February 2027 and submitted to the 5th Central Committee Conference for approval in March 2027.
After the Central Government officially approves the overall salary reform project, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and relevant agencies to submit to the Government for consideration and promulgation of a Decree detailing the new salary and allowance policies for teachers.
In an exchange later, Member of the Party Central Committee, Chairman of the National Assembly's Committee for Culture and Society Nguyen Dac Vinh said that he "very welcomes" the Government's early decision on the policy of allowances for teachers.
These are very important allowances and teachers are very happy" - Mr. Vinh said. Besides, the teaching staff is also very excited about information about salary policies. However, he hopes that if conditions are still difficult, it can be implemented according to the roadmap, but policies need to be issued soon so that the regulations that have been established by law can soon go into life.
