According to the Hanoi People's Committee, point b, clause 1, Article 7 of the Capital Law No. 02/2026/QH16 assigns the City People's Council to decide the number and structure of members of the City People's Committee.
Clause 1, Article 10 of Resolution No. 50/2026/NQ-HDND, the City People's Council stipulates that members of the City People's Committee must be no more than 6 people, including: Heads of specialized agencies under the City People's Committee advising on the fields of Office, Finance, Home Affairs, Justice; Commanders of the Hanoi Capital High Command; Directors of Hanoi City Police. The Resolution takes effect from July 1, 2026.
Comparing the above structure with the personnel who have been elected and confirmed by the City People's Council for the election of the position of Member of the City People's Committee for the 2026-2031 term, there are 6 personnel belonging to the new structure, including: Mr. Nguyen Tien Thiet - Chief of Office of the City People's Committee; Mr. Nguyen Ngoc Tu - Director of the Department of Finance; Mr. Nguyen Minh Long - Director of the Department of Home Affairs; Mr. Ngo Anh Tuan - Director of the Department of Justice; Mr. Dao Van Nhan - Commander of the Hanoi Capital Command; Mr. Nguyen Thanh Tung - Director of the City Police.
There are 11 personnel not belonging to the structure specified in Clause 1, Article 10 of Resolution No. 50/2026/NQ-HDND.
To ensure the number and structure of City People's Committee members in accordance with regulations and to promptly consolidate the organization of the City People's Committee, the dismissal of the position of City People's Committee member for 11 personnel not belonging to the new structure is necessary.
The dismissal does not stem from violations or shortcomings of personnel and does not simultaneously change the position of the head of the agency or unit that the personnel are holding.
Accordingly, the City People's Committee proposed to dismiss the position of Member of the Hanoi City People's Committee with 11 leaders of departments and branches, including:
1. Mr. Tran Duc Hoat - Chief Inspector of Hanoi City.
2. Mr. Nguyen Phi Thuong - Director of Hanoi Department of Construction.
3. Mr. Vo Nguyen Phong - Director of Hanoi Department of Industry and Trade.
4. Mr. Le Thanh Nam - Director of Hanoi Department of Agriculture and Environment.
5. Mr. Pham Tuan Long - Director of Hanoi Department of Culture and Sports.
6. Mr. Nguyen Trong Ky Anh - Director of Hanoi Department of Planning and Architecture.
7. Ms. Dang Huong Giang - Director of Hanoi Department of Tourism.
8. Mr. Nguyen Van Hien - Director of Hanoi Department of Education and Training.
9. Mr. Nguyen Trong Dien - Director of Hanoi Department of Health.
10. Mr. Nguyen Sy Truong - Director of the Department of Ethnic Minorities and Religions of Hanoi City.
11. Mr. Cu Ngoc Trang - Director of Hanoi Department of Science and Technology.
The submission of the City People's Committee will be considered by the Hanoi City People's Council at the thematic session scheduled to take place on August 10.
