The Ministry of Home Affairs is seeking people's opinions on the draft Resolution amending and supplementing a number of articles of Resolution No. 26/2026/NQ-CP on specific mechanisms and policies to remove difficulties in organizing sampling, testing and identifying martyrs' remains that lack information using DNA testing methods.
According to the draft submission, by August 2026, within the framework of the "Operation 500 days and nights to promote the search, repatriation and identification of martyrs' remains", 1,715 martyrs' remains have been searched and repatriated, reaching 24.5%, including 13 collective martyrs' graves.
9 localities have completed sampling work, including: Tuyen Quang, Lai Chau, Son La, Lao Cai, Quang Ninh, Ninh Binh, Ha Tinh, Hue and Lam Dong.
The work of collecting martyr relative samples has been completed beyond the plan. As of July 26, 2026, 26,761 samples have been collected, reaching 106.3% of Plan No. 453/KH-BCA-C06 dated June 8, 2026 of the Ministry of Public Security.
DNA testing has only performed 210 samples, correctly identifying 10 cases. The results are still limited compared to the requirements and schedule set out.
The Ministry of Home Affairs said that through the process of implementing the 500 Days and Nights Campaign, some contents arose that needed to allocate resources and mechanisms for implementation.
In addition, some provisions of Resolution No. 26/2026/NQ-CP still have problems and need to be amended and supplemented to ensure meeting practical requirements.
One of the contents proposed by the Ministry of Home Affairs for amendment and supplementation is that the central budget ensures funding for the following tasks: Identifying martyrs' remains by DNA testing; activities to implement the "500-day and night campaign to promote the search, repatriation and identification of martyrs' remains"; ensuring technical infrastructure, equipment, digitizing dossiers and software to serve the 500-day and night campaign; decoding and collecting information to serve the search and repatriation of martyrs' remains at mass graves related to 250 major battles.
Other expenditure tasks are guaranteed by the state budget and other legal sources according to the provisions of the law on the state budget and the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.
The Ministry of Home Affairs explained that the task of building software to manage and digitize information and documents to serve the 500-day and night campaign has not yet been regulated on the content of expenditure, expenditure norms and responsibilities of agencies and units implementing it, causing difficulties for agencies in making estimates and implementing it.
