The Ministry of Home Affairs is seeking people's opinions on the draft Resolution amending and supplementing a number of articles of Resolution No. 26/2026/NQ-CP on specific mechanisms and policies to remove difficulties in organizing sampling, testing and identifying martyrs' remains that lack information using DNA testing methods.
According to the draft submission, through the process of implementing the 500 Days and Nights Campaign, some contents arose that need to allocate resources and mechanisms for implementation; in addition, some regulations of Resolution No. 26/2026/NQ-CP still have obstacles that need to be amended and supplemented to ensure meeting practical requirements.
Based on Official Dispatch No. 2060/BNVCNCC dated August 6, 2026 of the Ministry of Home Affairs requesting a review of urgent and necessary expenditure tasks of the 500-day-night Campaign not yet stipulated in Resolution No. 26/2026/NQ-CP, ministries and relevant agencies have reported and reflected problems arising from practical implementation and the need to consider supplementing regulations to facilitate the implementation of the 500-day-night Campaign.
Notably, the Ministry of Home Affairs proposed to amend and supplement Clause 4, Article 2: The Ministry of National Defense, the Ministry of Public Security, the Ministry of Health and the Vietnam Academy of Science and Technology assign tasks to DNA testing units directly under the Ministry to organize DNA testing of martyrs' remains samples according to the area assigned by the National Steering Committee for Searching, Repatriating and Identifying Martyrs' Remains; direct the selection of other DNA testing units to coordinate implementation, and accelerate the progress of DNA testing as required.
The Ministry of Public Security presides over the selection of DNA testing units to coordinate the collection and analysis of DNA samples of relatives of martyrs whose information has not been determined to ensure the provisions of the Law on Citizen Identification.
The selection of coordinated DNA testing units and the payment of costs shall be carried out in accordance with the provisions of the law on state budget, the law on bidding and other relevant legal regulations.
The Ministry of Home Affairs said that DNA testing has only been carried out for 210 samples, which is very modest compared to the number of about 18,000 samples to be tested, correctly identifying 10 cases, not meeting the requirements of the 500-day and night campaign progress.
Currently, a non-public appraisal unit (GeneStory Joint Stock Company) has proposed to participate but there is no legal basis to mobilize and coordinate.
Therefore, to increase capacity and ensure the ability to appraise a large number of samples in the coming time, the addition of regulations aims to create a legal basis to expand appraisal capacity and shorten the time to return results to relatives of martyrs.
