The Ministry of Public Security is drafting a Circular regulating the management of scientific and technological information activities of the People's Public Security.
In particular, the draft specifically stipulates the scientific and technological information activities of the People's Public Security, including:
1. Collect, update and process data, figures, facts and information to create and develop scientific and technological information sources for the People's Public Security.
2. Research, analyze, and synthesize scientific and technological information to serve forecasting, policy making, leadership, management, scientific research, and scientific and technological development in the People's Public Security.
3. Developing information infrastructure, building databases, information pages and electronic information portals on science and technology; establishing and deploying science and technology information networks; applying information and communication technology, advanced technical means in science and technology information activities; building electronic libraries and digital libraries.
4. Search, look up, guide, exploit and use scientific and technological information.
5. Provide, exchange, connect, and share data.
6. Dissemination of information, scientific and technological knowledge.
7. Review existing work processes, improve processes to ensure daily operational activities are implemented, and perform public duties at work process steps/stages in the digital environment.
8. Other related activities.
The Ministry of Public Security said the purpose of drafting the draft is to create a specific legal corridor for managing and guiding the implementation of scientific and technological information activities of the People's Public Security, to unify management regulations, clearly define responsibilities of all levels, perfect the network, rapidly increase resources, improve quality and expand cooperation in scientific and technological information work in the People's Public Security.
