Evaluating the draft law, National Assembly Delegate Nguyen Thi Viet Nga said that a notable breakthrough is the regulation on risk acceptance in scientific research.
However, according to the new draft, if scientists have fully implemented the process and made efforts to research but the results do not meet expectations due to objective reasons, they will not be required to compensate for budget or bear civil liability. This is a very open view, true to the nature of scientific research - where there are always potential risk factors - Ms. Nga analyzed.
Another positive point in the draft is the regulations related to attracting and treating talent in the field of science and technology. According to the delegate, when the law is passed, the team of scientists will have more motivation because they will be better protected and supported in the research process.
Removing barriers, scientists are confident in developing projects
