The Ministry of Home Affairs has oriented 36 job positions (VTVL) at the commune level with specific tasks and capacity frameworks.
In an interview with Lao Dong, Dr. Doan Van Tinh - Deputy Head of the Department of Human Resources Management at the Academy of Public Administration and Management - assessed: Orientation of the list of 36 public employees at the commune level for the purpose of unified governance, as a basis for recruitment, arrangement, training, fostering, evaluation and treatment of commune-level cadres and civil servants.
If we only look at the list, we will see the risk of rigidity because the needs and practices of localities are very diverse and rich due to the great differences in natural conditions, economy, culture, and society of communes and wards.
"However, it should be noted that this is the new orientation and there is still flexibility in the mechanism of adjusting staffing quotas, arranging full-time or part-time civil servants, ensuring compliance with the orientation of the civil servant staffing framework at the commune level to ensure the effectiveness, efficiency and satisfaction of people and businesses" - he said.
The Ministry of Home Affairs is finalizing criteria on population, area, socio-economic scale and specific factors to determine appropriate staffing. This means that a VTVL (for example: Land - Construction) can be taken over by 1 person or many others (specialized or concurrently held).
It is important that localities proactively review and transfer personnel in accordance with the principle of "right person, right job, right expertise, and profession" to optimize the use of personnel, instead of arbitrarily changing the core personnel portfolio.
Need for a comprehensive and synchronous strategy
To effectively implement the Ministry of Home Affairs' orientation on VTVL for the commune level, according to Dr. Doan Van Tinh, a comprehensive and synchronous strategy is needed.
First, he said that there needs to be a flexible and effective plan in the use of cadres and civil servants. Localities need to scientifically and reasonably apply the 4 forms identified by the Ministry of Home Affairs, including transfer of civil servants, signing labor contracts and recruitment/examination exams and enhancing professional and technical training for civil servants, especially positions with a risk of shortage and weakness in Information Technology - Digital transformation, finance, investment...
Next, urgently analyze and redesign work to build a matrix of functions, tasks, and workflows at the commune level to clearly understand the starting point, output, focal point, responsibility, and coordination mechanism; at the same time, perfect the job description, work standards and capacity framework of each commune-level employee.
Quickly reform employment-based remuneration policies, based on key factors: Assignment position, capacity framework meeting level and work results.
In particular, Dr. Doan Van Tinh emphasized that it is necessary to consider proposing a breakthrough salary for talented and high-quality human resources at the commune level to attract and retain quality human resources after streamlining the payroll.
