Ms. Bui Thi Kim Ngan is currently studying rare medicine. Asking a question to the Government Electronic Information Portal, Ms. Ngan asked:
"I understand that according to Decree 81/2021/ND-CP, I am exempted from tuition fees, but until now I still have to pay tuition fees according to the school's regulations. May I ask, what should I do to get tuition exemption? ".
Regarding this question, on March 4, the Ministry of Education and Training responded as follows:
Clause 14 of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stipulates the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies for exempting and reducing tuition fees and supporting learning costs; service prices in the field of education and training stipulate tuition exemption subjects including: Students, postgraduate students, biological students, one of the majors of Labor, Phong, Mental Health, Forensic Medicine and Psychiatry at public health human resource training institutions according to the State's ordering quota.
The case of student Bui Thi Kim Ngan needs to be compared with the provisions of Clause 14 of Decree No. 81/2021/ND-CP mentioned above to consider whether she is eligible for tuition exemption or not.
The order, procedures, and documents for tuition exemption are implemented according to the provisions of Clause 1, Clause 2, Article 19 of Decree No. 81/2021/ND-CP, specifically:
Students must complete all information and submit a request for tuition exemption according to the form of Appendix V of Decree No. 81/2021/ND-CP and send it to the training institution they are studying in one of the forms of payment directly or by post or electronic transaction system.
Within the prescribed time limit, the training institution is responsible for reviewing the students' records and will notify students whether they are eligible for tuition exemption or not.
