On the morning of November 29, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
Commenting on this content, delegate To Ai Vang (Soc Trang Delegation) said that in the draft, the regulation on the National Assembly Delegation supervising the implementation of laws in localities stipulates that the supervision delegation is headed by the Head or Deputy Head of the National Assembly Delegation and has at least 3 National Assembly deputies who are members of the National Assembly Delegation participating in the supervision delegation.
Delegates commented that the regulation requiring 3 National Assembly deputies who are members of the National Assembly delegation to participate in the Supervisory Delegation is difficult to implement.
“In reality, there are provincial National Assembly delegations that sometimes only have 1 or 2 local National Assembly deputies, due to the requirements of personnel work. If we invite central delegates to join the local monitoring delegation, we will be very passive in terms of time. Thus, if there are not enough 3 National Assembly deputies in the National Assembly delegation, we will not be able to establish a monitoring delegation in response to the necessary requirements for the delegation's monitoring work," the delegate stated the reality.
Therefore, delegates proposed that the draft law remove the phrase "National Assembly Delegation", and only require that at least 3 National Assembly deputies be members of the supervisory delegation to ensure initiative and flexibility.
"When requested, the National Assembly delegations of provinces and cities can invite National Assembly deputies from neighboring localities or National Assembly deputies from other provinces to join the monitoring delegation, both for similarities and to exchange experiences, in accordance with the practical requirements of local monitoring activities," the delegate proposed.
Meanwhile, regarding the criteria for selecting monitoring topics, delegate Duong Khac Mai (Dak Nong Delegation) said that the Drafting Committee of the Law project needs to consider and stipulate specific and clear selection criteria, closely following the practical situation of the country and locality.
Accordingly, it is necessary to select practical issues that promptly meet the needs of socio-economic development and movement, select trends that need to be applied to have a positive impact on policies; hot issues, current key issues or long-standing unresolved issues that voters are particularly interested in.
