The Ministry of Justice has announced the appraisal dossier of the National Assembly's Resolution on a number of breakthrough mechanisms and policies for Vietnamese cultural development.
The draft Resolution is developed by the Ministry of Culture, Sports and Tourism, to institutionalize Resolution No. 80 of the Politburo on the development of Vietnamese culture and is expected to be submitted to the National Assembly for consideration and approval at the first session, 16th National Assembly.
In which, the draft resolution has devoted one article to regulating Vietnam Culture Day. Accordingly, November 24th every year is "Vietnam Culture Day", workers are entitled to leave work and receive full salary.
The draft also stipulates that on "Vietnam Culture Day", public cultural and sports facilities will have free entrance tickets to serve the people.
In the draft submission, the drafting agency clearly stated that this proposal is to be consistent with the provisions of Resolution 80 of the Politburo, which is "unified to choose November 24th every year as "Vietnam Culture Day", with the policy of being a holiday, workers are entitled to full salary, so that people can improve their ability to enjoy culture, artists are encouraged to create, and the whole society promotes and practices a cultural and civilized lifestyle.
This proposal is also in accordance with the authority of the National Assembly to regulate basic policies on economy and society in the Law on Organization of the National Assembly.
In the report reviewing the guidelines, policies, and related documents, the Ministry of Culture, Sports and Tourism clearly stated that Vietnam Culture Day is a completely new policy of the Party that needs to be regulated by the National Assembly to have a legal basis for organizing implementation.
In addition, this day is not yet stipulated in the Labor Code as a basis for employees to take leave on this day and receive full salary. Therefore, it is necessary to stipulate it in the draft Resolution to have a legal basis, until it is completed and regulated in the Labor Code.
