In which, in Appendix 2 of the submission, there is a proposal to build a second airport in the former Ung Hoa district area, now Tram Long, Dong Tan, Minh Duc and Kim Duong communes (Hanoi).
Accordingly, many opinions believe that the second airport is the airport of the entire Capital Region. If it is located in Ung Hoa, it will waste national resources.
Therefore, it is possible to consider placing it in neighboring localities such as Hung Yen and Ninh Binh to save land funds for Hanoi. If located in Hanoi, the airport space must be associated with conference centers, hospitals, offices, not just simply logistics.
Accepting opinions on the second airport, the consulting consortium said that the project will thoroughly grasp the view that this is the airport of the entire capital region, and will study and calculate comparisons with the plan to locate in neighboring provinces (Hung Yen, Ninh Binh) to save land funds.
In case it is located in Hanoi, the airport space must be connected to the convention center, hospital, and office area.
According to the planning orientation in the draft submitted for comments earlier, the new airport has an area of about 1,500 hectares; with an expected capacity of 30-50 million passengers/year and about 1 million tons of cargo/year.
The construction investment time will be determined based on the assessment of development needs in each stage.
The plan also orients the airport to connect with Phu Xuyen urban area according to the "airport urban area" model. This area is expected to form a central hub for integrated transportation services, connecting many types of transport such as aviation, railway, waterway and road.
The transportation system connecting the airport is expected to include two expressways: Phap Van - Cau Gie and Cho Ben - Yen My; two urban axes: Ngoc Hoi - Phu Xuyen and the southern economic axis.
In addition, urban railway line No. 9 is expected to connect from Ngoc Hoi - Thuong Tin - the second airport in the Capital region - Phu Xuyen. The plan also plans to arrange a high-speed railway station near the airport area.
The city also plans to reserve development corridors for southern traffic routes, including East-West connecting axes and urban railway lines connecting from the center of Hanoi to the airport.
In addition, the city will also adjust the capacity of Noi Bai International Airport to meet development needs.
