Strive to complete the digitization of 100% of cultural heritages that have been ranked at the national level and special national level by 2026.
100% of students in the national education system are effectively and regularly accessed and participate in art and cultural heritage education activities.
Ensuring commensurate resources for cultural development; allocating at least 2% of the total annual state budget expenditure for culture and gradually increasing according to practical requirements.
Promulgate a financial mechanism to prioritize implementation in 3 breakthrough fields: Training and remuneration of talents in the field of culture and arts; applying science and technology, digital transformation in the field of culture and ordering the creation of cultural works, literary and artistic works of high ideological, content and artistic value, worthy of Vietnamese culture in the new era.

The Politburo's Resolution also clearly states that it is agreed to choose November 24th every year as "Vietnam Cultural Day", with the policy of being a holiday, workers are entitled to full salary, so that people can improve their ability to enjoy culture, the team of artists and writers are encouraged to be creative, and the whole society promotes and practices a cultural and civilized lifestyle.
