The Ministry of Justice has just publicly disclosed the Appraisal Dossier for the draft Resolution of the Government on promulgating mechanisms and policies to ensure the effective operation of Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Friendship Hospital.
In the draft submission submitted for appraisal, the Ministry of Health said that through review, the Ministry of Health found that if applied according to current legal regulations, it will be very difficult for Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital to operate with quality equivalent to Bach Mai Hospital and Viet Duc Hospital in Hanoi and will face many difficulties in paying for medical examination and treatment costs of health insurance and ensuring human resources and operating expenses of Facility 2.
From the above bases, building mechanisms and policies to ensure the effective operation of Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital to operate, maintain organizational stability, create motivation to encourage work and ensure the ability to attract and retain highly qualified human resources to perform the task of people's health care is very necessary.
In which, the Ministry of Health proposed that Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital be ranked and have technical expertise levels corresponding to the rank and technical expertise levels of Bach Mai Hospital and Viet Duc Hospital.
According to the Ministry of Health, with the policy that 2 facilities are a unified, synchronous, and continuous whole with specialized, specialized, and high-tech quality, Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital are invested in construction, new and modern equipment... even more than the Hanoi facility; at the same time, Bach Mai Hospital and Viet Duc Hospital rotate highly qualified personnel of the Hospital to be the core at Facility 2; while the common professional block, supporting service and administration, works in parallel for both facilities.
The Ministry of Health also proposed to transfer patients directly between Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital with Bach Mai Hospital and Viet Duc Hospital; no contract is required between Facility 2 and Bach Mai Hospital and Viet Duc Hospital when performing the transfer of patients or transferring patient specimens for performing paraclinical services and technology transfer.
Regarding the prices of medical examination and treatment services, Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Hospital are applied according to prices approved by competent authorities for Bach Mai Hospital and Viet Duc Hospital.
