According to the draft, the state budget is expected to support about 1,150 billion VND in 3 years, from 2026-2028, for employees and laborers working at facility 2 of the two hospitals.
Support items include accommodation rent of up to 2.5 million VND/person/month; travel expenses between Hanoi and Ninh Binh facilities; and monthly human resource attraction policy from 11.6-15.6 million VND/person.
In which, the highest attraction support level for doctors and nurses is 15.6 million VND/month; nurses 12.2 million VND/month; caregiver and administrative positions are 11.6 million VND/month.
The Ministry of Health believes that in the initial stage of operating facility 2, revenue sources are not stable, the number of civil servants and workers who have to stay for long days is large, while living conditions are still limited. Therefore, supporting housing, travel and attracting human resources is necessary for workers to feel secure in their work.
The Ministry of Health also proposed about 161 billion VND from the state budget to train human resources for facility 2, in order to ensure professional quality equivalent to facility 1.
The reason for the proposal, according to the Ministry of Health at present, is that human resource training for grassroots hospital No. 2 mainly comes from self-balanced funding, creating great pressure in the context of unstable revenue and still having to ensure regular expenses. Meanwhile, high-quality human resource training is a key factor to ensure professional quality at grassroots hospital No. 2 equivalent to grassroots hospital No. 1, especially for the team of doctors, nurses, technicians and management staff.
Another noteworthy content is the proposal to allow facility 2 of the two hospitals to sign health insurance medical examination and treatment contracts with Hanoi Social Insurance like facility 1.
According to the Ministry of Health, this mechanism helps reduce administrative procedures, avoid overlap in inspection, examination, examination and settlement of health insurance medical examination and treatment costs.
The Ministry of Health also proposed that the transfer of patients and specimens between facility 1 and facility 2 is considered in accordance with procedures in health insurance medical examination and treatment, without having to sign internal contracts between the two facilities.
Two facility 2 projects of Bach Mai Hospital and Viet Duc Friendship Hospital in Ninh Binh were started at the end of 2014. Each project has a scale of 1,000 beds, with a total investment of about 4,500-5,000 billion VND.
According to the plan previously proposed by hospital leaders, Bach Mai Hospital facility 2 is expected to provide medical examination and treatment from December 19, 2025; Viet Duc Friendship Hospital facility 2 aims to operate at the latest in the first quarter of 2026. However, to date, although the basic construction has been completed, both hospitals have not yet been able to operate.
At a working session with the Ministry of Health on April 14, Prime Minister Le Minh Hung requested to decisively put the two hospitals into operation in the second quarter of 2026. The Prime Minister assigned the Ministry of Health to preside over and coordinate with relevant ministries and sectors to urgently complete specific mechanisms and policies, no later than April.
