The Ministry of Home Affairs is seeking opinions on the draft Decree stipulating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution.
According to the draft submission, from July 1st, the Ministry of Home Affairs proposes to increase the standard of preferential allowances for people with meritorious services to the revolution from VND 2.789 million to VND 3.012 million, corresponding to an increase rate of 8%.
This proposal of the Ministry is based on Conclusion No. 206-KL/TW of the Politburo, Resolution No. 265/2025/QH15 of the National Assembly and Submission No. 4221/TTr-BNV of the Ministry of Home Affairs on the draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, in which it is proposed to adjust the increase in the base salary from 2.34 million VND/month to 2.53 million VND/month.
The base salary is the standard level used as a basis for calculating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution.
Regarding the level of allowances and preferential allowances, the draft clearly states the level of monthly allowances and preferential allowances for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution as stipulated in Appendix I issued together with the draft decree.
In addition, the monthly preferential allowance level for war invalids and people enjoying policies like war invalids is specified in Appendix II issued together with the draft decree.
The monthly preferential allowance level for type B wounded soldiers is specified in Appendix III issued together with the draft decree.
The level of one-time preferential allowance for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution is specified in Appendix IV.
In case the one-time allowance level is calculated based on seniority, after the number of years of participation in the resistance war has been rounded, if there are still odd months, the number of odd months is rounded according to the principle: From 6 months to less than 12 months is calculated as 1 year, less than 6 months is calculated as 6 months. In case the date and month of starting resistance activities cannot be determined, it is calculated from July 1 of that year.
Regarding health insurance, the content of the draft decree is kept unchanged as stipulated in Decree No. 75/2021/ND-CP stipulating that health insurance contributions are implemented according to the law on health insurance, through practical implementation, it has ensured suitability, stability and feasibility.
