More than 151,000 people with meritorious services to the revolution can switch to nursing annually

The Ministry of Home Affairs proposes to transfer more than 151,000 people with meritorious services to the revolution from 2-year-on-year nursing to annual nursing.

The Ministry of Home Affairs is seeking opinions on the draft Ordinance amending and supplementing a number of articles of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution No. 02/2020/UBTVQH14 dated December 9, 2020 of the National Assembly Standing Committee.

One of the two main contents proposed for amendment by the Ministry of Home Affairs is to add nursing subjects annually (1 time per year).

Accordingly, the Ministry of Home Affairs proposes to transfer part of the subjects currently receiving care once every 2 years to annual care, specifically including: War invalids, people enjoying policies like war invalids, sick soldiers, people who participated in the resistance war and were infected with chemical toxins with a body injury rate of 61% to 80%.

Implementing this plan, there will be 151,222 subjects transferred from 2-year rotation nursing to annual nursing. Thus, the structure of nursing subjects will include 170,000 annual nurses and 660,000 2-year-round nurses.

According to current regulations in the Ordinance, the following subjects are entitled to annual health recovery nursing including 5 groups.

They are: Veteran revolutionary cadres, pre-insurrection cadres; Vietnamese Heroic Mothers; Biological fathers, biological mothers who have only 1 child who is a martyr or have 2 or more children who are martyrs; War invalids, people enjoying policies like war invalids, sick soldiers, people who participated in the resistance war and were exposed to chemical toxins with a body injury rate of 81% or more; People who have contributed to helping the revolution are awarded the Medal "Fatherland Remembers Merit" or the Certificate "For Merit to the Country" (helping the revolution in the resistance war against France).

The remaining subjects of people with meritorious services and relatives of martyrs who are receiving monthly allowances are all entitled to care for themselves once every 2 years.

The agency in charge of drafting the assessment of the classification of subjects enjoying annual nursing regimes as above has been implemented since 2005, and it has been 21 years to date. For rotating nursing subjects (once every 2 years), it has also been maintained from January 1, 2013 according to the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution in 2012.

Up to now, the number of people with meritorious services has gradually decreased year by year. Especially the number of nursing care providers has decreased rapidly every year because they are all elderly people (veteran revolutionary cadres, pre-insurrection cadres, Vietnamese Heroic Mothers...) or the number of people with serious injuries and illnesses (81% or more).

According to the 2026 estimate, the number of nursing subjects annually is only 19,101 people (accounting for only about 2.2%), while the number of nursing subjects every 2 years is 811,055 people, accounting for nearly 98% of the total number of nursing subjects).

On the other hand, in recent years, the State has paid attention to investing in both quantity and quality of nursing centers, so currently most centers operate below designed capacity (especially nursing centers under the management of the Ministry of Home Affairs only operate at about 60-70% capacity), leading to not maximizing the effectiveness of facilities and human resources at the centers.

The annual addition of nursing subjects also aims to show the deep concern and gratitude of the Party and State for people with meritorious services to the revolution in the new era, in line with the consistent viewpoint of our Party and State in implementing preferential policies for people with meritorious services to the revolution. That is: Constantly expanding subjects, improving regimes, in line with the socio-economic development of the country in each period.
