The Ministry of Home Affairs is collecting public opinions on the submission and awarding of the title of "Hero of Labor" to former member of the Party Central Committee, former Vice President, former Minister of Foreign Affairs of the Provisional Revolutionary Government of the Republic of Vietnam Nguyen Thi Binh.
This opinion is based on Decree No. 152/2025/ND-CP of the Government regulating decentralization and delegation of authority in the field of emulation and rewards; detailing and guiding the implementation of a number of articles of the Law on Emulation and Rewards.
Previously, on August 7, the Office of the President issued Document No. 1053/TTr-VPCTN proposing that the Prime Minister consider and submit to the President to award the title of "Hero of Labor" to Ms. Nguyen Thi Binh to honor her great contributions in the field of foreign affairs, especially in the position of Minister of Foreign Affairs of the Provisional Revolutionary Government in the period of 1969 1976.
The Ministry of Home Affairs said that the comments should be sent to the Central Emulation and Reward Committee, address number 103 Quan Thanh, Ba Dinh, Hanoi for synthesis and reporting to the Central Emulation and Reward Council.
According to the achievement report, Ms. Nguyen Thi Binh's real name is Nguyen Thi Chau Sa, from Quang Nam (now Da Nang City).
During the period of 1969-2066, as Minister of Foreign Affairs, Ms. Nguyen Thi Binh was one of the typical symbols of revolutionary diplomacy.
Accordingly, she was the Head of the negotiation delegation of the Provisional Revolutionary Government of the Republic of South Vietnam at the Paris Conference (1968-1973), playing a decisive role in bringing to the Paris Agreement dated January 27, 1973, ending US military intervention in South Vietnam.
The Paris Four sides negotiations are a fierce struggle on the diplomatic front, requiring a lot of courage, both firmness in principles and flexibility in strategy, intelligence and creativity.
It is no coincidence that President Ho Chi Minh appointed Ms. Nguyen Thi Binh as Secretary of the Foreign Affairs of the Provisional Revolutionary Government of the Southern Republic of Vietnam and Head of the Provisional Revolutionary Government negotiation delegation at the Paris Conference.
Together with Mr. Le Duc Tho, Special Advisor of the Vietnam Democratic Republic Government negotiation Delegation at the Paris Conference, Mr. Xuan Thuy, a political leader, poet, and journalist, who is able to gather the consensus of friends and international public opinion, Ms. Nguyen Thi Binh - representative of the heroic, indomitable Southern women, with her intelligence, sincere, soft, open and friendly attitude, has attracted the attention and sympathy of the world public, creating a negotiating trio capable of successfully bringing the Paris negotiations.
In the prolonged intense negotiations, Ms. Binh and Minister Xuan Thuy grasped the guidelines and motto of the Politburo and the Party Central Committee, applied the major diplomatic strategy "Two as one, one as one", grasped the reality of the Southern front line, always stood firmly in the position of overwhelming the opponent in terms of morality and legality, steadfast and sharp.
As Minister of Foreign Affairs and Head of the Provisional Revolutionary Government negotiation delegation, representing the people of the South in the fight, Ms. Nguyen Thi Binh actively mobilized the political establishment, intellectuals, French and Western press to support the resistance war of the people of the South.
Ms. Nguyen Thi Binh has left a special mark in the history of Vietnamese diplomacy as the first and only person to have ever signed an international treaty with the representative of the US government during the war.
