On August 10, according to information from the Ministry of Home Affairs, this agency has just issued an orientation on the job positions of commune-level civil servants in the coming time.
According to Vu Hai Nam, Director of the Department of Organization and Intermediate Affairs (Ministry of Home Affairs), this is a temporary job position. According to the Law on Cadres and Civil Servants 2025, this job position has made a great step forward compared to the previous requirements for determining job positions.
"Accordingly, job position is the center of reform related to civil servants such as innovation from recruitment, management and use, assessment to salary payment according to job position" - the Director of the Department of Organization and Border Guard emphasized.
From Decree 62 of the Government and 15 guiding circulars of ministries and branches on job positions, Mr. Nam assessed that this is a preliminary legal basis to change the previous approach to job positions.
This time, the job position is built consistently from the central to local levels, ensuring the design has the highest level of generalization and closely following the functions and tasks of state management for the industry and field.
The Director of the Department of Organization and Management proposed to plan 8 job positions for civil servants at the commune level.
As for professional civil servants at the commune level, the expected number of jobs is 20. In which, the People's Council and People's Committee Office has 3 positions (corresponding to the fields of office, justice, and foreign affairs).
Expected 7 job positions in the Economic Department (for communes, special zones), Economic, Infrastructure and Urban Affairs Department (for wards and special zones of Phu Quoc). These positions correspond to the fields: Finance, planning, construction, transportation, industry and trade, agriculture, natural resources and environment.
The Department of Culture and Society will have 8 positions, corresponding to the fields: Home Affairs; Ethnicity, Labor, Education and Training; Culture, Science, Information; Health.
The Public Administration Service Center has 1 location, corresponding to the field of public administrative service. The Commune Military Command also has 1 position as Assistant to the Military Command.
Based on the actual situation in the locality and the requirements for key tasks by sector and field at the commune level, the People's Committee of the commune proactively determines the requirements for specialized training for civil servants in each field to be suitable, ensuring good performance of assigned tasks.
Based on the workload for each task group according to the industry and field, the People's Committee of the commune will arrange full-time or part-time civil servants to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level according to the regulations of the competent authority.
