Continuing the program of the 9th session, on the morning of May 14, the National Assembly discussed in the hall on the draft resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (the first time); The Law on the Local Government Law (amended).
Contributing opinions to the draft Law on Organization of Local Government (amended), delegate Tran Thi Thanh Huong - National Assembly Delegate of An Giang province highly agreed with the fundamental and comprehensive amendment of the current law.
To continue perfecting the draft Law, delegate Tran Thi Thanh Huong expressed her opinion on the division of authority of local governments in Article 11.
Accordingly, reality shows that in the context of not organizing at the district level, many tasks and powers are transferred to the commune level, combined with the arrangement and expansion of the scale of commune-level administrative units, causing the workload of local authorities at the commune level to increase significantly.
"This is a big change in the fact that the capacity to organize the local government apparatus at all levels is not really uniform, it takes time.
Therefore, it is necessary for local authorities at the provincial level to be responsible for monitoring, supervising and having timely solutions to support and handle cases where authorities in some or some commune-level administrative units are unable to perform or do not effectively perform assigned tasks and powers," said delegate Tran Thi Thanh Huong.

Delegate Nguyen Thi Quyen Thanh - National Assembly Delegation of Vinh Long province assessed that the study of non-organization at the district level is necessary in the present time and in line with the trend of developed countries. In fact, through monitoring, the majority of cadres, party members, and people support this policy of the Politburo and the Secretariat.
To operate the apparatus in a unified, smooth and effective manner after the reorganization, delegates suggested considering adding conditions and resources to carry out tasks, ensuring central decentralization to local governments and local government levels. At the same time, clearly stipulate the accountability of all levels performing tasks.
At the same time, it is necessary to promote the application of information technology in management, monitoring, and inspection to improve monitoring efficiency between levels.

Delegate Nguyen Thi Quyen Thanh also raised the issue of support regimes and policies for part -time activities at the commune, village and residential group due to merger. These people leave for 12 months from the time of the decision to arrange the competent authority, enjoy the policy as prescribed in the Government's Decree No. 29/2023 stipulating the payroll streamlining policy.
However, the delegate said that due to the current low monthly allowances for part-time workers at the commune level, in villages and residential groups, the allowance for these subjects is redundant due to the arrangement of administrative units at the commune level.
Therefore, in order to facilitate the settlement of policies for part-time activists at the commune, village and residential group, according to the Conclusion of 137-KL/TW in 2025, the delegate proposed the Ministry of Home Affairs to advise the Government to consider supporting part-time operating people at the commune, village and residential group to enjoy the regime with 2 times the subsidy level as prescribed.
"At the same time, support the additional regime for each year of work is equal to 3 months multiplied by 2 times the current allowance level, the maximum period is not more than 60 months. Supplementing training and career conversion regimes for part-time workers who quit their jobs", delegate Nguyen Thi Quyen Thanh expressed her opinion.
Minister of Home Affairs Pham Thi Thanh Tra has reported to the Government on the implementation of the arrangement of administrative units at all levels and the organization of local government at both levels.
The number of commune-level positions after the reorganization period and when the local commune-level government comes into stable operation is expected to be 199,260 positions for cadres and civil servants. Accordingly, it is expected to reduce about 110,786 people (due to restructuring according to job positions, retirement, and severance according to policies).
The end of the activity of part-time workers at the commune level nationwide is more than 120,500 people from August 1, 2025.
