The level of support for part-time staff is still low
Recently, many non-professional cadres at the commune level have sent petitions to the Ministry of Home Affairs regarding policies for these cases when arranging administrative units.
These are people who are not in the group of subjects applying and are not entitled to the regime according to the provisions of Decree 178/2024 amended and supplemented by Decree 67/2025 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system.
If applying Decree 29/2023 of the Government regulating staff streamlining, because the current monthly allowance for part-time workers at the commune level, in villages and residential groups is not high, the allowance for these subjects when redundant due to the arrangement of administrative units at the commune level is still low.
Receiving the opinions and concerns of non-professional workers, recently at the meeting of the National Assembly Standing Committee on April 17, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is consulting to have more policies for non-professional cadres on leave in the spirit of general direction from competent authorities.
The Ministry of Home Affairs has requested the Provincial People's Committee to study and propose policies for part-time workers at the commune, village and residential group levels and send them to the Ministry of Home Affairs before April 20, 2025 for the Ministry of Home Affairs to synthesize and submit to the Government for consideration and decision.
The whole country has more than 444,000 non-professional workers
According to the Ministry of Home Affairs, by the end of 2021, the whole country will have 436,617 part-time workers in communes, villages and residential groups. Recently, the number has increased by 7,418 people. Thus, it is estimated that the whole country has more than 444,000 non-professional workers.
With current regulations, the Ministry of Home Affairs said that for part-time workers at the commune, village and residential group levels who are redundant due to the reorganization of the apparatus, it will be resolved according to Decree 29/2023/ND-CP of the Government regulating staff streamlining.
Accordingly, the subjects of staff reduction are non-professional workers at the commune level, in villages and residential groups who are redundant due to the arrangement of commune-level administrative units and retire within 12 months from the date of the arrangement decision of the competent authority, and will receive the following allowances:
For non-professional workers at the commune level, in villages, and residential groups holding election positions:
For each month of retirement before the end of the term, they will receive a subsidy equal to 1/2 of the current monthly allowance.
For subjects who retire before the end of the arrangement roadmap, the number of months of benefits will be calculated by the number of months of retirement before the retirement date mentioned above;
For non-professional workers at the commune level, in villages, and residential groups holding positions not elected:
For each month of retirement before the end of the arrangement roadmap, they will receive a subsidy equal to 1/2 of the current monthly allowance.
For subjects who retire before the end of the arrangement roadmap, the number of months of benefits will be calculated by the number of months of retirement before the retirement date mentioned above.
