The National Assembly Standing Committee has given its opinion on the Government's report on the implementation of salary reform, pension adjustment, social insurance benefits, preferential allowances for meritorious people and social allowances.
The unification and implementation of salary reform has contributed to basically increasing income, significantly improving the lives of cadres, civil servants, public employees, and workers in the public sector, creating motivation to improve productivity and work efficiency, while increasing income, creating trust and consensus among pensioners, contributing to social stability.
Minister of Home Affairs Pham Thi Thanh Tra said that implementing salary reform, the Government has adjusted the basic salary from 1.8 to 2.34 million VND/month (an increase of 30%) from July 1, 2024.
Compared to 2018 (before Resolution 27 of the Central Committee), the basic salary has been adjusted from 1.39 million VND to 2.34 million VND/month (an increase of 68.3%), 43.5% higher than the adjustment of the minimum wage in the enterprise sector.

The Minister of Home Affairs said that in the context of many difficulties, the adjustment of the base salary increased by 30%, supplementing 10% of the bonus fund; Adjusting pensions, social insurance benefits and monthly allowances increased by 15% from 1.7.2024 is a great effort of the Central Government, the National Assembly, and the Government and has basically improved the lives of paid people.
"We are reviewing all policies related to salaries and allowances for subjects in the public sector related to the reorganization of the apparatus, especially the construction of 2-level local governments" - Minister Pham Thi Thanh Tra said.
According to the Minister, this must be done immediately to ensure that by June 30, the decree will be completed to replace a series of related groups of decrees.
In the 44th session of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man noted that salary reform is a complex issue that requires consideration of many socio-economic and political factors.
The National Assembly Chairman suggested that attention should be paid to increasing the minimum wage in line with living expenses; at the same time, it is necessary to encourage salary payment based on work performance, apply clear performance assessment targets to reward, increase and promote employment.
In the coming time, it is necessary to consider reducing dependence on allowances; ensuring increased rights of employees in state-owned units and in enterprises in a harmonious and reasonable manner; at the same time, researching and learning from the experiences of a number of countries.
Along with that, it is necessary to link salary reform with public financial reform and sustainable economic growth. Therefore, it is necessary to gradually deploy a pilot in some sectors or areas before widely applying it.
