Deadline for policy proposals for part-time commune workers

Today (May 20) is the deadline for the provincial People's Committee to study and propose policies for part-time workers at the commune, village and residential group levels.

Authorized by the Minister of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang signed an official dispatch to the People's Committees of provinces and centrally run cities on policies for part-time workers at the commune, village and residential group levels.

The Ministry of Home Affairs said that in Conclusion 137 on the Project to reorganize and reorganize administrative units (ADUs) at all levels and build a model of organizing local government at 2 levels, the Politburo and the Secretariat proposed the policy of "ending the use of non-professional workers at the commune level".

According to the Ministry of the Interior, currently the part -time activists at the commune level, in the village and the residual residential quarter due to the arrangement of the DVHC at the commune level for 12 months from the time of the decision to arrange the competent authority to be entitled to the policy as prescribed in the Government's Decree No. 29/2023 on the payroll policy.

However, due to the current low monthly allowances for part-time workers at the commune level, in villages and residential groups, the allowance for these groups is redundant due to the arrangement of administrative units at the commune level.

Therefore, in order to facilitate the settlement of policies for part -time activists at the commune, village and residential group to rest immediately in accordance with Conclusion No. 137, the Ministry of Home Affairs proposed the provincial People's Committee to study and propose policies for part -time operating people at the commune, village, residential group and send them to the Ministry of Home Affairs before April 20, 2025 for the Ministry of Home Affairs to summarize the Government for consideration and decision.

Previously, on April 15, the Minister of Home Affairs Pham Thi Thanh Tra - Standing Deputy Head of the Steering Committee arranged the DVHC at all levels and built a model of two -level local government organizations - signed Official Letter No. 03/CV -BCD on orienting a number of tasks of arranging units and local government organizations 2 levels; Regarding the organizational structure, officials, public servants and officials when arranging.

According to the Steering Committee, the use of non-professional workers at the current commune level will be ended from August 1, 2025. Assign local authorities to consider and arrange and assign non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implement the regime and policies for cases that are not assigned work according to regulations.

Continue to identify villages and residential groups as self-managed organizations of the community, not administrative levels.

In the immediate future, the existing villages and residential groups have. After completing the arrangement of the UPS at all levels, the Government will assign the Ministry of Home Affairs to study and guide under the direction of the competent authorities on the arrangement and reorganization of the villages and residential groups in the direction of streamlining, directly serving the lives of the community in the area.

According to Decree 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining, the subjects of staff streamlining are non-professional workers at the commune level, in villages, and residential groups who are redundant due to the arrangement of commune-level administrative units and are entitled to receive allowances within 12 months from the date of the arrangement decision by the competent authority.

According to the Ministry of Home Affairs, by the end of 2021, the whole country had 436,617 part-time workers in communes, villages and residential groups. Recently, the number has increased by 7,418 people.
