The Ministry of National Defense is soliciting opinions on a draft Decree regulating the organization and operation of the National Defense Inspectorate, proposing to reduce the number of agencies from 8 to 2 levels: Ministry level (Inspire of the Ministry of National Defense) and level directly under the Ministry (Inspire of military zones, Hanoi Capital Command).
According to current regulations, the National Defense Inspectorate includes 8 agencies: Inspectorate of the Ministry of National Defense; Inspectorate of Military Region Defense; Inspectorate of the General Staff, General Department of Politics and General Departments; Basic Inspectorate; Inspectorate of the military; Inspectorate of the Border Guard; Provincial-level National Defense Inspectorate; Inspectorate of military and militia and equivalent.
The Ministry of National Defense believes that the current system is cumbersome, spread out, lacking systemalism, many layers and units; operating without smooth direction and operation.
Some units have not ensured independence and objectivity, and are still under the influence of heads of administrative agencies at the same level, causing limited inspection results, anti-corruption, anti-waste, anti-negativity and power control. Activities at all levels are also overlapping, overlapping, and ineffective.
This streamlining policy aims to concretize the Party and State's policy on organizing a "streamlined, compact, strong, efficient, and effective" apparatus, while promoting decentralization, delegation of power, strengthening supervision, and maintaining discipline throughout the army.
The draft stipulates that the Inspectorate of the Ministry of National Defense is led by the Central Military Commission, managed and commanded by the Minister of National Defense, and given professional direction by the Government Inspectorate. The Inspectorate at the military zone level and the Capital Command are led by the Party Committee of the Military Region, the Party Committee of the Capital Command; the management and command of the command; and the professional direction of the Inspectorate of the Ministry of National Defense.
According to the draft Decree, the subjects of the national defense inspectorate include agencies, units, organizations and individuals under the management authority of the Ministry of National Defense.
Vietnamese agencies, organizations and individuals are obliged to comply with legal regulations on military and defense; perform tasks and regulations on expertise - technique, regulations on management in the military and defense fields.
In addition, there are foreign agencies, organizations and individuals operating in the territory of the Socialist Republic of Vietnam related to the laws on military and defense of Vietnam.
The National Defense Inspectorate will inspect the implementation of policies, laws, tasks, powers, and state plans on national defense; regulations on expertise - technique, regulations on management in the military and defense fields for agencies, organizations, and individuals under the State management authority of the Ministry of National Defense, etc.
At the same time, the National Defense Inspectorate advises and assists commanders at the same level to organize, manage and perform the task of inspection, receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law and the regulations of the Ministry of National Defense.
As of February 2025, the Army has adjusted nearly 2,900 organizations, including reducing one general department, two military groups, 37 departments and nearly 300 departments.
Previously, the Ministry of National Defense dissolved the 3rd and 4th Corps and established the 34th Corps with a larger scale, and merged the General Department of Logistics and the General Department of Engineering into the General Department of Logistics - Engineering.
