Proposal to subsidize salaries for soldiers without housing

Voters in Ho Chi Minh City recommend that there should be a support system and a monthly salary system for soldiers who do not have housing benefits.

After the 7th Session of the 15th National Assembly, voters of Ho Chi Minh City (HCMC) sent petitions related to policies for military personnel.

Accordingly, voters in Ho Chi Minh City proposed that there should be a support policy and a monthly salary for soldiers who have not yet enjoyed social housing policies; have not or do not have the need to rent public housing.

According to voters in Ho Chi Minh City, this is to create favorable conditions and equality for all officers, professional soldiers, and defense workers in life.

On September 25, according to Lao Dong reporter's investigation, the Ministry of National Defense responded to the above proposal. Accordingly, the Ministry of National Defense said that currently, housing allowances have been stipulated in the Law on Officers of the Vietnam People's Army; Law on Professional Soldiers, Workers and Civil Servants of National Defense; and Law on Cryptography.

However, according to the provisions of the Law on Government Organization No. 76/2015/QH13, the authority to decide on specific policies on finance, national currency, wages, etc. belongs to the Government;

According to the provisions of the Budget Law No. 83/2015/QH13, the authority to decide on unified regimes, standards, and norms for implementation nationwide belongs to the Government and the authority to decide on promulgating regimes, standards, and norms for budget expenditures for sectors, fields, etc. belongs to the Ministry of Finance (not under the authority of the Ministry of National Defense).

Therefore, the Ministry of National Defence accepts voters' opinions and continues to study and report proposals to the Government and competent authorities to develop detailed regulations for implementation.
