Dear comrades, compatriots, soldiers nationwide and our compatriots abroad,
After 5 days of urgent, serious, and scientific work with the motto "Unity - Democracy - Discipline - Breakthrough - Development" and a high sense of responsibility to the Party, the People and the country, the 14th National Party Congress was very successful; marking a new milestone in the history of the Communist Party of Vietnam and the heroic history of the Vietnamese nation.
On behalf of the Presidium of the Congress and the 14th Central Executive Committee of the Party, I respectfully thank the delegates for maximizing the spirit of responsibility of Party members and delegates attending the Congress, contributing many profound, dedicated, intelligent, and frank opinions to the contents of the Congress.
The Congress reached high consensus and approved the documents submitted by the 13th Central Committee of the Party. The Congress elected the 14th Central Committee of the Party consisting of 200 comrades, including 180 official members, 20 alternate members of the Central Committee of the Party, typical of more than 5.6 million party members; these are comrades who meet the standards of qualities, morality, prestige, capacity, and qualifications to shoulder the responsibility before the Party and the People in the new term - the term marking the beginning of the nation's rise.
Dear comrades, compatriots and distinguished guests,
Looking back at the process of preparation, discussion, and resolution at the Congress, it can be affirmed: The document passed at the 14th Congress is truly the crystallization of wisdom, will, innovative thinking, aspiration to rise up and great determination of the entire Party, people and army in building, developing and protecting the socialist Vietnamese Fatherland. The content of the documents has many new and breakthrough points; maximally absorbing the valid contributions of the entire Party and all classes of people; showing democracy, enthusiasm, and receptiveness based on the thoughts and aspirations of the People, relying on the people to build the Party.
The Congress document sets out great and important tasks; both urgent and strategically long-term; showing the unity of will of the entire Party, people, and army; determined to achieve the noble goals stated in the Political Report: "Maintaining a peaceful and stable environment; developing the country quickly and sustainably and firmly protecting the Fatherland; improving and comprehensively improving people's lives; strategic autonomy, self-reliance, and confidently advancing strongly in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle-income by 2030; realizing the vision of becoming a developed and high-income country by 2045, for a peaceful, independent, democratic, prosperous, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism".
The overarching spirit of the 14th Congress term is: Strategic autonomy, seizing opportunities firmly, joining hands and minds, overcoming all challenges, strongly arousing aspirations for development; turning will into action, turning policy decisions into concrete results; saying is doing, doing immediately, doing right, doing decisively, doing to the end and doing effectively.
The Congress discussed and approved major guidelines, policies and directions, key tasks, and strategic breakthroughs to build and develop the country quickly and sustainably and firmly protect the socialist Vietnamese Fatherland in the new context. In which, it is identified: Socio-economic development, environmental protection is central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and integration is essential and regular. Breakthroughs in science and technology development, innovation, and national digital transformation are the central driving force of development.
The Congress emphasized the requirement: based on steadfast issues of principle; must closely follow reality, constantly innovate and reform to develop the country quickly and sustainably.
The spirit of "solidarity" is political bravery, is the continuation of historical sources and lessons from the renovation, is the strong commitment of the Party in any circumstances to always be steadfast in the goal of national independence associated with socialism, steadfast in the path of self-reliance, autonomy, self-strengthening, always putting national and ethnic interests first, first of all, placing the prosperity and happiness of the People in the center.
The spirit of "innovation" is a timely requirement. Without innovation and reform, there can be no breakthrough, no competition, no development. It is necessary to continue to innovate thinking, innovate development models, growth models, innovate implementation organizational measures, so that the correct guidelines become concrete results in life.
The Congress once again affirmed the truth: The Party's leadership is the decisive factor for all victories of the Vietnamese revolution; the Party's renovation line is correct, creative, and in accordance with objective laws.
The Congress emphasized the requirement to strengthen the construction and rectification of the Party and the political system to be clean and comprehensively strong; improve the leadership and governance capacity, combat strength of the Party; build, train, foster, and train a contingent of cadres with sufficient virtue, strength, and talent; thoroughly grasp the viewpoint "The people are the root", maintain and strengthen the blood relationship between the Party and the People, taking the happiness and satisfaction of the People as a measure of the effectiveness of the work of Party organizations and the entire political system.
With a strategic vision, the Congress assigned the 14th Central Executive Committee of the Party to conduct a summary of 40 years of implementing the Platform for building the country in the period of transition to socialism; Summary of 100 years of leadership of the Communist Party of Vietnam with the Vietnamese revolution (1930 - 2030) and leadership orientation for national development in the next 100 years (2030 - 2130).
The Congress thoroughly grasped the need to focus on implementing the Resolution in an action-oriented direction, ensuring substantive effectiveness, overcoming the situation that "organizing implementation is a weak step". The spirit of action needs to be concretized into specific solutions, implemented seriously throughout the system: Each Party Committee, each Party organization, each Party member, each agency, unit, first of all the head must proactively shift from "correct awareness" to "effective implementation organization"; from "high determination" to "clear results"; combining "direction, management" with "inspection, supervision and accountability".
The Congress requests Party organizations at all levels to urgently thoroughly grasp, study, institutionalize, concretize, and implement synchronously, comprehensively, and effectively the contents of the Congress documents; mobilize all resources, exploit all motivations; promote the strength of the great national unity bloc, successfully implement the goals and tasks set out by the Congress. The closer to the beginning of the term, the more urgently, drastically, firmly, and thoroughly must work; so that each resolution, each action program quickly enters life, becomes a driving force for development, and becomes the pride of the People.
The Congress assigned the 14th Central Executive Committee of the Party to lead the entire Party, people, and army to successfully implement the Congress Resolution. The Congress believes that: with great responsibility and honor before the Party, before the People and the country, the 14th Central Executive Committee of the Party will be highly united and unified; wholeheartedly, wholeheartedly, constantly innovate, be creative, wholeheartedly serve the Fatherland and serve the People; each member of the Central Executive Committee of the Party must promote the role of setting an example, maintaining integrity; constantly cultivate, train, and set an example in studying and following the ideology, morality, and style of the great President Ho Chi Minh; constantly improve political bravery, professional qualifications, and do their best to perform the assigned tasks well, joining forces with the entire Party, people, and army to comprehensively and successfully implement the Congress Resolution.

The Congress warmly welcomed and sincerely thanked Party committees, Party organizations, veteran revolutionary comrades, National Assembly deputies, Fatherland Front and socio-political organizations, all cadres, party members, working class, farmers, businessmen, intellectuals, armed forces, along with the people of the whole country and our compatriots abroad for enthusiastically and responsibly participating, contributing valuable opinions to the Congress Document, making an important contribution to the success of the Congress.
The Congress respectfully thanked and highly appreciated the great contributions and contributions of the members of the Party Central Committee, the Politburo, and the Secretariat of the XIII term who excellently completed their tasks, without re-election. Wishing them always good health, happiness, and continued contributions of enthusiasm, intelligence, capacity, and experience to the glorious cause of the Party and our nation.
The Congress would like to send sincere and deep thanks to the political parties, organizations and international friends who attended the opening and closing ceremonies, sent telegrams and letters congratulating the Congress; and expressed good feelings of friendship, affection, and solidarity to the Communist Party of Vietnam, the people and the country of Vietnam.
The Congress affirmed that Vietnam is steadfast and consistent in its foreign policy of independence, self-reliance, peace, friendship, cooperation and development; is a friend, a reliable partner, an active and responsible member of the international community; ready to strengthen cooperation with countries and partners to join hands in building peace, consolidating stability, expanding cooperation, sharing prosperity, for a sustainable development future of the region and the world.
Dear comrades,
The successful Congress demonstrates the belief, will, determination and new development vision of our country. With the solidarity and determination of the Congress; with the major policies that have been passed; with the unified will and actions of the entire Party; with the strength of the People and the great national unity bloc, we will definitely successfully implement the Resolution of the 14th Congress, building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The Congress calls on the entire Party, people, army of the country, and our compatriots abroad to highly promote patriotism, civic responsibility, and development aspirations; each agency, unit, organization, and individual should start with the most specific tasks, contributing to bringing our country to develop day by day; Our people are becoming more prosperous and happy; Vietnam is becoming stronger and stronger day by day, standing shoulder to shoulder with the five continental powers as Uncle Ho always wished.

On the occasion of the upcoming Binh Ngo New Year and in the joyful atmosphere of celebrating the 96th anniversary of the founding of the glorious Communist Party of Vietnam (February 3, 1930 - February 3, 2026), I respectfully wish the leaders, former leaders of the Party, State, Vietnam Fatherland Front, distinguished guests, international friends, delegates attending the Congress and all comrades and compatriots good health, happiness and success.
