On the afternoon of November 5, the Central Party Office issued a press release on the first working day of the 14th Central Conference, 13th tenure.
The announcement stated that on the morning of November 5, 2025, the 14th Conference of the 13th Party Central Committee opened in Hanoi.
1. In the morning, the Party Central Committee worked in the Hall. General Secretary To Lam delivered the opening speech at the Conference.
Comrade Luong Cuong, Politburo member, President, on behalf of the Politburo chaired the Conference. The Central Committee implements the process of introducing personnel to participate in the Politburo and the Secretariat for the 14th tenure (both re-election and first-time participation).
2. In the afternoon, the Central Committee continued to implement the following contents on personnel work: (1) Agree to let Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, Chairman of the 13th Central Inspection Committee, stop participating in the Central Inspection Committee, stop holding the position of Chairman of the 13th Central Inspection Committee (to focus on the new tasks assigned by the Politburo).
(2) Implement the process of introducing personnel for a number of positions: Vice Chairman of the 15th National Assembly, Chairman of the 13th Central Inspection Committee and Chief Justice of the Supreme People's Court for the 2021 - 2026 term so that the Politburo decides to introduce the Party Central Committee to elect the Chairman of the Central Inspection Committee and the 10th Session of the 15th National Assembly to elect according to regulations.
(3) Elected Comrade Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.
(4) Introduce the personnel of the Presidium, the Secretariat, and the Inspection Committee for the status of delegates to the 14th National Congress of the Party.
After that, the Central Government and delegates attended the Working Conference at the Group, discussing the following contents:
(1) Draft Report on reviewing the leadership and direction of the 13th Party Central Committee submitted to the 14th National Congress.
(2) Draft Report summarizing the implementation of the Working Regulations of the Central Executive Committee, the Politburo and the Secretariat, term XIII.
(3) Draft Report summarizing the implementation of the Working Regulations of the 13th Central Inspection Committee.
(4) Report summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
