Today, in Hanoi Capital - a thousand-year-old city of civilization and heroism, a city for peace, the heart of the whole country - the 14th National Congress of the Communist Party of Vietnam solemnly opened.
On behalf of the Presidium of the Congress and the 13th Central Executive Committee of the Party, I warmly welcome 1,586 delegates, representing more than 5 million party members nationwide to attend the Congress, outstanding party members, typical of the intelligence, bravery, strength of solidarity, unity in will, action, determination and aspiration to rise in the new era of the entire Party, entire people and entire army.
Our Congress warmly welcomes former leaders of the Party, State, Vietnam Fatherland Front, veteran revolutionary comrades, former members of the Party Central Committee from term IV to term VIII, Vietnamese Heroic Mother, intellectuals, artists, religious dignitaries and representatives of the young generation who attended the Congress. We warmly welcome the ambassadors, representatives, heads of representatives of international organizations in Vietnam who attended the opening session of the Congress.
In this momentous moment, with boundless gratitude, our Congress respectfully commemorates the great President Ho Chi Minh - a genius leader, founder, leader and trainer of our Party, National Liberation Hero, outstanding cultural figure, and outstanding soldier of the national liberation movement around the world. Our Congress commemorates and expresses deep gratitude to the generations of revolutionaries, comrades, and compatriots who bravely fought and sacrificed for independence, freedom, peace, and unity of the Fatherland; who have worked creatively, dedicated their intelligence and talent to the cause of building and developing the country and protecting the socialist Vietnamese Fatherland.
Dear comrades, dear Congress,
The 14th Congress is a major political event of the country, a historical turning point, towards the 100th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2030), highly focusing the will, aspirations, and determination of the entire Party, people, and army with the spirit of strategic self-reliance, self-strengthening, and confidently advancing strongly into a new era, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The Congress respectfully praised the efforts and unity of the entire Party, people, and army, overcoming all difficulties and challenges, especially overcoming the Covid-19 pandemic, natural disasters, global economic and political upheavals, quickly stabilizing life, restoring and promoting socio-economic development, successfully completing the goals and tasks set out by the 13th Party Congress, especially breakthrough and revolutionary tasks in 2025.
The great, comprehensive, and outstanding achievements in socio-economic development, culture, people, strengthening national defense and security, promoting foreign affairs, international integration, and especially in building and rectifying a clean and comprehensively strong Party, preventing and combating corruption, wastefulness, bureaucracy, and negativity have created a solid foundation, consolidating the people's trust, social consensus, and adding strength to our Congress.
The Congress respectfully and warmly welcomed and sincerely thanked the responsible participation and enthusiastic and profound contributions of Party committees, Party organizations, former Party and State leaders, all cadres, party members, socio-political organizations, people's organizations, armed forces units, veteran revolutionary comrades, intellectuals, and a large number of people across the country and our compatriots abroad throughout the process of preparing the Congress Documents.
Those valuable contributions have contributed to making the Documents submitted to the Congress truly become the crystallization of the wisdom of the entire Party, deeply expressing the will, belief and aspirations of our people in the new development phase of the country.
Dear comrades, dear Congress,
The 14th Congress takes place in the context of the world and region continuing to have many rapid, complex, and unpredictable developments; increasing strategic competition between major countries; non-traditional security challenges, especially climate change and increasingly serious epidemics.
The Fourth Industrial Revolution, especially the explosive development of artificial intelligence, digital technology, quantum technology, new technologies... are creating timeless changes, are deeply changing all aspects of socio-economic life, posing urgent requirements for establishing a growth model, a new development model, improving labor productivity, production quality and national competitiveness; new requirements in social development management, ensuring national defense and security, and strengthening foreign affairs.
After 40 years of implementing the Doi Moi Strategy, our country has achieved great, comprehensive, and historically significant achievements, constantly improving life, enhancing the happiness of the People, and raising the country's prestige and position in the international arena. However, the country still faces many difficulties, challenges and limitations: Growth is still below potential, not truly sustainable; labor productivity is not high, the competitiveness of the economy is still limited; the lives of a part of the People are still difficult; climate change, natural disasters, epidemics, network security... still have very complex impacts, leading to many consequences. In that context, the people of the whole country are placing many expectations on the correct, strong, breakthrough and effective policies of the Party at the 14th National Party Congress.
The 14th Congress has a very great historical mission: Not only setting goals and orienting tasks for the 2026-2030 term, but also deciding strategic issues for the future and destiny of our nation in the coming decades, in order to continue to strongly arouse the aspiration for development, pride, national self-reliance, unlock all resources, all development driving forces, promote the strength of the People and the great national unity bloc combined with the strength of the times, promote comprehensively and synchronously the cause of renovation, construction and defense of the Fatherland, successfully complete the goal of developing a powerful country, standing shoulder to shoulder with the 5 continental powers as the wish of President Ho Chi Minh and the aspirations of our entire nation.
The Congress has the task of: Reviewing the implementation of the Resolution of the 13th Congress associated with the summary of 40 years of Doi Moi, affirming important outstanding achievements, pointing out limitations, weaknesses and causes, drawing out major lessons with long-term theoretical and practical value for the cause of building and developing the country and protecting the Fatherland; discussing and approving directions, goals, and key tasks for strategic breakthroughs for the period 2026 - 2030, vision to 2045, in which emphasizing revolutionary and breakthrough contents and solutions to achieve the goal of rapid and sustainable national development, firmly protecting the Fatherland in the new context; thoroughly and comprehensively reviewing the work of building the Party and a clean and comprehensively strong political system; electing the 14th Party Central Committee to be truly typical comrades in terms of revolutionary moral qualities, intelligence, bravery, and leadership capacity, "must be worthy of being a leader, a truly loyal servant of the People", capable of successfully organizing the implementation of the tasks of the Party and the Fatherland.

The 14th Congress of the Party is the beginning of a new era of national development, with the motto "Unity - Democracy - Discipline - Breakthrough - Development", showing the steadfast bravery, determination and great unity of the whole nation for the goal of building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
I propose that the delegates promote high level of responsibility, intelligence and enthusiasm; uphold the spirit of solidarity, democracy, deep discussion, making important contributions to the success of the Congress.
With deep belief in the Party's bravery and wisdom, in the strength of the People and the great national unity bloc, in the aspiration to develop a country rich, prosperous, civilized, and happy, I respectfully announce the opening of the 14th National Congress of the Communist Party of Vietnam.
